North Korean leader Kim Jong-un has agreed to stop nuclear and missile tests if his country holds talks with the United States on denuclearizing the Korean peninsula.

The breakthrough was announced Tuesday by Chung Eui-yong, South Korea’s presidential national security director, after a rare visit to Pyongyang.

The North Korean leader is saying, Show me the money. Our government will send more money to South Korea so that it will go to North Korea if it isn’t sent directly. That’s what this is about. Paying him to behave, as we have been, just are we are paying other countries to behave.

Also, North Koreans are starving because of the sanctions, and their leader knows he won’t survive their desperation.
