The Tennessee Office of Inspector General announced several new TennCare fraud arrests this week, including the arrest of one man who allegedly used TennCare to treat his Attention Deficit Hyperactivity Disorder. That man, Thomas William Biggs Jr., 44, of Nashville, was on the run for more than a year and a half, according to a Tennessee Department of Finance and Administration press release. “Seventeen months ago, in January 2018, a Davidson County Grand Jury indicted Biggs for TennCare fraud, accusing him of using TennCare to doctor shop for drugs,” the press release said. “Charges say he used TennCare benefits to visit multiple healthcare providers within a short time period to obtain prescriptions for Adderall, an often-abused amphetamine used to treat attention deficit hyperactivity disorder (ADHD).” Elsewhere, according to another press release, authorities charged three Shelby County residents in separate TennCare fraud cases: • Alaa Ahmad, 40, of Memphis, charged with two counts of TennCare fraud and one count of theft of property over $10,000. During a Thursday hearing before the U.S. House Science, Space, and Technology Committee, Rep. Mo Brooks (R-AL-05) got a panel of climate science experts to admit that “humans are not responsible for the Earth’s global warming that has occurred over the past 20,000 years.” All four of the experts who testified agreed that humans didn’t cause the global warming that began 20,000 years ago and continues through today. Tennessee officials have charged yet another Alabama resident with TennCare fraud, according to a press release from the Tennessee Department of Finance and Administration’s website. This, even though only Tennessee residents are eligible for the TennCare program. Tennessee officials said they arrested Ladreamer Garrett, 27, of Bridgeport, Ala. and charged her with TennCare fraud and theft of services. Authorities said Garrett allegedly applied for and received TennCare benefits for herself and her minor child by fraudulently reporting her residency to appear eligible for TennCare. “Authorities say records show that a month before applying for TennCare, she signed a lease for her residence in Bridgeport, Alabama, where she and her child continue to live,” according to the press release. The Office of Inspector General, with the assistance of the Marion County Sheriff’s Office, announced the arrest. District Attorney General J. Michael Taylor is prosecuting. TennCare fraud is a Class D felony punishable by up to four years in prison per charge. “Lying about one’s residence in order to receive TennCare benefits is a crime,” Inspector General Kim Harmon said in the press release. “We work diligently to preserve TennCare benefits for its intentional use. Tennessee officials announced Monday they indicted five Alabama residents on charges of passing themselves off as Tennessee residents so they could qualify for TennCare. No one who lives out-of-state may legally qualify for these benefits. All five people fraudulently reported to Tennessee officials that they and their minor children were state residents so they could qualify for TennCare, according to a press release from the Tennessee Office of Inspector General. Authorities charged the five people, all from Bridgeport, Ala., with TennCare fraud and theft of services: • Bradley Parker, 45 • Amber Parrish, 23 • Robin Miller, 31 • Cassandra Henry, 29 • Jacqueline Shrum, 32 District Attorney General J. This new law requires convicted sex offenders who have committed acts against a child under the age of 13 to begin chemical castration a month before they are released from custody. They will have to pay for the treatment themselves and it will continue until a court decides that treatment isn’t necessary anymore. Convicted sex offenders can’t be denied parole because they don’t have the funds to pay for castration, CNN reported. The law states that if a sex offender stops treatment before being legally allowed to, they will violate the terms of their parole and be returned to custody. The bill is for people who commit these sex crimes after Sept. 1, 2019, according to CBS News. Chemical castration is defined as “the receiving of medication, including, but not limited to, medroxyprogesterone acetate treatment or its chemical equivalent, that, among other things, reduces, inhibits, or blocks the production of testosterone, hormones, or other chemicals in a person’s body,” according to the legislation. Steve Hurst introduced H.B. 379 to target sex offenders and protect children. If someone is convicted of a sex offense against a child younger than 13 and is eligible for parole, that person would be chemically castrated by the Department of Public Health, according to WSFA News. The chemical castration would reduce testosterone or other hormone production. “This bill would provide that a person convicted of a sex offense involving a person under the age of 13 years who is eligible for parole, as a condition of parole, shall be required to undergo chemical castration treatment in addition to any other penalty or condition prescribed by law,” according to the bill. The ACLU groups and Planned Parenthood filed the lawsuit “on behalf of Alabama abortion providers” in the United States District Court of the Middle District of Alabama, according to a press release provided by the ACLU. Plaintiffs represented in the case include Alabama Women’s Center, Reproductive Health Services, West Alabama Women’s Center, and Planned Parenthood Southeast. The lawsuit references the abortion legislation passed in Alabama signed by Republican Alabama Gov. Kay Ivey. The governor signed H.B. 314 into law May 15, a near-total ban on abortions that makes no exceptions for victims of rape or incest. The law, which will take effect in six months, will be the most restrictive abortion law in the United States. Doctors who violate H.B. 314 will face a Class C felony, which is punishable by a minimum of 10 years in jail and a maximum of 99 years. The Republican-majority Senate adjourned without an official vote on House Bill 314, which criminalizes abortion as a Class A felony except in cases where an abortion is “necessary in order to prevent a serious health risk to the unborn child’s mother,” according to the legislation. Doctors who violate the bill, also called the Alabama Human Life Protection Act, face a Class C felony which is punishable by a maximum of 99 years and a minimum of 10 years in jail. “There was no motion! Alabama state senators voted 23-6 along party lines Thursday in favor of SB 22, the Montgomery Advertiser reported. U.S. Steel Corp. will restart construction on an idled manufacturing facility in Alabama, and it gave some of the credit to President Donald Trump’s trade policies in an announcement Monday. Trump’s “strong trade actions” are partly responsible for the resumption of work on an advanced plant near Birmingham, the Pittsburgh-based company said in a statement. The administration’s tariffs have raised prices on imported steel and aluminum. The manufacturer also cited improving market conditions, union support and government incentives for the decision. Work will resume immediately, the company said, and the facility will have an annual capacity of 1.6 million tons (1.5 million metric tons). U.S. Steel said it also will update other equipment and plans to spend about $215 million, adding about 150 full-time workers. The furnace is expected to begin producing steel in late 2020. Grassroots conservative champion Judge Roy Moore crushed establishment candidate Senator Luther Strange (R-AL) in Tuesday’s Alabama U.S. Senate runoff election by a whopping 54 percent to 45 percent margin, with 95 percent of all precincts reporting. The 9 point victory came for Moore despite being outspent by his opponent and his opponent’s allies by at least 6 to 1, as well as President Trump’s inexplicable endorsement of Strange and his trip to Huntsville, Alabama on Friday to host a well-attended and boisterous rally with Strange in which he doubled-down in his support for the former Alabama Attorney General. Tellingly, Strange only won four counties in the state–two in the Birmingham area (Shelby and Jefferson), one that comprised the metropolitan Huntsville area (Madison), and Sumter County on the border with Mississippi. Associated Press called the Alabama GOP Senate Special Election primary at 9 p.m central for Judge Roy Moore and Senator Luther Strange (R-AL) as the two top vote getters headed to a runoff race. Neither candidate obtained the majority needed to avoid a runoff. As of 10:09 pm central, Moore was in first place with 39.5 percent of the votes and Strange was in second place with 32.3 percent of the vote. The winner of the runoff will face Democratic primary winner Doug Jones in a December general election replace former Senator Jeff Sessions (R-AL), now President Trump’s Attorney General. Rep. Mo Brooks finished in third place in the GOP primary and is out of the runoff. A Huntsville, Alabama man arrested on a terrorism charge last month told people he wanted to practice beheadings and was learning how to make an explosive device to bomb public buildings, a prosecutor said in court this week. Aziz Sayyed, 22, downloaded ISIS beheading videos in February and in April obtained plywood that he allegedly used to practice knife skills for beheadings, said Madison County Assistant District Attorney Jay Town at a bond hearing Wednesday. According to WHNT News 19, Town also said Sayyed made statements he watched videos to learn how to make an explosive similar to the one used in the May 22 attack at the Ariana Grande concert at Manchester Arena in England, which killed 22 people and injured more than 200. The prosecution alleges in court filings that Sayyed admitted he wanted to plant explosives in Madison County public buildings and had specific plans to bomb a law enforcement center in Huntsville. Authorities said materials to make bombs were found in his apartment after his arrest. Investigators said after his arrest that Sayyed is a U.S. citizen born in North Carolina. Police in Huntsville, Alabama, last week arrested a man who was charged with soliciting or providing support for an act of terrorism, reports WHNT News 19. Aziz Sayyed, 22, of Huntsville, was taken into custody Thursday after police received a tip. Police say he is a North Carolina-born U.S. citizen. “We successfully mitigated a threat today with this arrest,” said FBI agent Roger Stanton in a news conference. The Huntsville Police Department and the Federal Bureau of Investigation are working together on the case with support from the Madison County Sheriff’s Office. No specifics on the threat were disclosed, but officials said the arrest eliminated any threat to the area, including Redstone Arsenal. Police Chief Mark McMurray encouraged the public to let the police know when something doesn’t seem right. “If you see something, you need to tell us,” he said. “You need to say something. This investigation actually started as a tip.” Sayyed was staying at an apartment complex near the University of Alabama at Huntsville. He faces state charges but no federal charges as of Thursday.
