Carol Folt’s tenure as chancellor of the University of North Carolina at Chapel Hill came to an abrupt end last week, thanks to her failure to grasp political realities and her defiant support of the school’s radical social justice crowd. She challenged the system’s governing body, the Board of Governors, by having the pedestal of the Civil War memorial known as “Silent Sam” removed. U.S. President Donald Trump vowed Tuesday to not cave in on his demand for a wall along the U.S.-Mexican border as the longest-ever partial government shutdown extended into a second month. Senate Republicans began efforts to try to end the shutdown and approve Trump’s wall as part of a package of measures proposed by the U.S. leader that for three years would protect hundreds of thousands of immigrants in the U.S. from deportation back to their homelands. US Pacific Northwest Sees Measles Outbreak

Officials in the Pacific Northwest state of Washington have declared a measles outbreak after at least 22 people, including 20 children, have become infected with the disease since Jan. 1. “It’s an outbreak because generally, the way we define an outbreak is when you have more observed cases than expected cases. And generally with measles, the expected number is zero,” Dr. Alan Melnick with Clark County Public Health told KOIN6 TV in Portland, Oregon, last week. “You know, we have a very effective vaccine for measles. Two shots are 97 percent effective. We really shouldn’t be seeing measles.” The outbreak comes on the heels of the Centers for Disease Control and Prevention (CDC) releasing data for 2018 earlier this month. The CDC said the 349 reported cases in 26 states and the District of Columbia made 2018 the second worse year for measles since 2000, when the disease was eliminated in the U.S. It said 2014 was the worst year, with a reported 667 cases. The narrow issue the high court decided on in the broader case of Trump v. Karnoski was whether to uphold a lower court’s injunction preventing the military from implementing the Defense Department’s 2018 policy. The policy, put in place by then-Defense Secretary James Mattis, allowed active duty transgender people to continue serve in the military, but largely did not allow new people with a medical condition known as gender dysphoria to join the military. North Carolina Misses Federal Subpoena Deadline to Turn Over Voter Information

North Carolina state officials have missed the deadline to turn over voter information requested by the federal office of Immigration and Customs Enforcement (ICE). The two federal grand jury subpoenas were issued in September 2018 and requested five years worth of voter and ballot data from 44 counties. In addition, the subpoenas also requested eight years of data for voters statewide and eight years of data from the North Carolina Department of Motor Vehicles (DMV). The DMV criteria are lengthy but include anyone registering to vote who indicated that they were born outside of the United States, dealt with immigration services, used foreign documents to try to register, or had their applications rejected. Iowa Judge Strikes Down State’s Pro-Life Heartbeat Bill on Anniversary of Roe v. Wade

A state judge ruled Tuesday, the anniversary of Roe v. Wade, that Iowa’s “heartbeat bill” banning abortions after the detection of a fetal heartbeat is unconstitutional. The bill was signed into law by Gov. Kim Reynolds (R-IA) in May 2018, but was placed on hold after Planned Parenthood of the Heartland and Emma Goldman Clinic sued the state. On Tuesday, Polk County District Judge Michael Huppert ruled against the state and declared the heartbeat bill to be “unconstitutional and therefore void.” “In summary, it is undisputed that the threshold for the restriction upon a woman’s fundamental right to terminate a pregnancy (the detection of a fetal heartbeat) contained within Iowa Code chapter 146C constitutes a prohibition of previability abortions,” Huppert stated in his ruling. “As such, it is violative of both due process and equal protection provisions of the Iowa Constitution as not being narrowly tailored to serve the compelling state interest of promoting potential life.” Huppert borrowed language from the Iowa Supreme Court’s 2018 ruling against imposing a 72-hour waiting period on abortions, which he frequently cites throughout his decision. The president of Indiana’s prestigious University of Notre Dame announced over the weekend that several historical murals depicting Christopher Columbus will soon be covered up. The 12 murals were painted by Luigi Gregori in the 1880s and were intended to combat the anti-Catholic sentiment of the time. “In recent years, however, many have come to see the murals as at best blind to the consequences of Columbus’ voyage for the indigenous peoples who inhabited this ‘new’ world and at worst demeaning toward them,” President Fr. Williams, in his tweets, said nothing about the content of the paper — only the staff’s billing practices. “As much as I want to support my fellow journalists, today I became a FORMER @Tennessean subscriber b/c of the company’s billing practices. Hamilton County Commission Reportedly Treating Constituents to Meals with Taxpayer Money

Members of the Hamilton County commission reportedly spend a hefty chunk of taxpayer money treating their constituents to meals, according to the Chattanooga-based News Channel 9. District 4 Commissioner Warren Mackey, for instance, said he spent nearly $2,000 taking constituents out to meals, according to the station. “All of the commissioners have spent money taking people to coffee, lunch and dinner to get information,” Mackey reportedly told the station. Retired Detectives Say Gang Of Serial Killers Is Responsible For At Least 70 ‘Accidental’ Drownings

The deceased all bear similar profiles: College aged white males, athletic and intelligent, who never returned from a night out drinking and whose bodies were later found either in a body of water or washed up on shore. Lewis challenged the climate paper’s central arguments that more recent estimates of ocean heat content (OHC) are higher than those cited in the United Nations’ 2014 climate report which vindicated climate models thought to be showing too much warming. “It is therefore misleading to claim that the warming is larger over the 1971–2010 period than reported in [the U.N.’s 2014 climate report],” Lewis wrote in an article published Monday on climate scientist Judith Curry’s blog. Lewis claims the ocean warming paper gets its alarming results from an improper treatment of the U.N.’s 2014 report, and that ocean heat content trends were “significantly smaller” than climate model estimates from 2005 to 2017. Lewis’ post challenging the study also included a response from lead author Lijing Cheng of the Chinese Academy of Sciences. Minnesota Dems Want Teachers to Complete Mandatory Training on ‘Gender Identity’ and ‘Sexual Orientation’

A group of state Democratic senators want to amend the Minnesota education statutes to mandate a “cultural competency training” on topics such as “gender identity” and “implicit bias” for all public school teachers. According to Senate File (SF) 289, the training program would promote “self-reflection, effective interaction with people of different cultures, and discussion on all of the following topics: racial, cultural, and socioeconomic groups; American Indian students; implicit bias; systemic racism; gender identity, including transgender students; sexual orientation; language diversity; and individuals with disabilities.” “Training programs must be designed to increase teachers’ understanding of these topics and teachers ability to implement this knowledge with students, families, and the school community,” the bill adds. SF 289 would amend various sections of Minnesota Statutes 2018 to require that public school teachers “participated in cultural competency training” before obtaining licensure or renewal. Specifically, the court could rule on whether states can pass laws that protect in-state businesses in the alcohol industry from outside competitors. Blair were to begin last week, Forbes reported. “The court will consider a Tennessee law that limits liquor licenses to residents who’ve lived in the state for at least two years,” Forbes reported. “Renewing the license, which expires after just one year, requires residing in Tennessee for no less than 10 consecutive years. Attention Rutherford County residents. The powers-that-be are out to raise your taxes, according to The Murfreesboro Daily News Journal. State Rep. Charlie Baum, R-Murfreesboro, reportedly told the paper that the county’s 19-year-old development tax rate of $1,500 per home should increase for inflation to help fund school construction. “The County Powers Relief Act gave Rutherford a choice to either keep a locked-in $1,500 development tax per dwelling or switch to a county school facilities tax of $1 per square foot on new livable residential space,” the paper reported. “The facilities tax could go up by 10 percent in four years after adoption.” Baum and other state legislators from the county met this week to discuss that matter as well as taxes and funding education, among other things. It looks like House Speaker Nancy Pelosi (D-CA), Senator Dick Durbin (D-IL), and other Democrats regard politics as the art of intransigence. In his brief remarks Saturday on border security, Donald Trump outlined a plan that made multiple concessions to Democratic desiderata in exchange for $5.7 billion to fund 230 miles of the wall along the southern U.S. border. Indeed, the president’s plan deliberately took cues from some Durbin’s own legislation on the subject. Didn’t matter. Pelosi said the president’s plan was “a non-starter.” Before rehearsing the specifics of the plan, let’s note two things. Tennessee Offers Hotline to Report Government Waste, Fraud, and Abuse

Some people may not know it, but if you see or know of waste, fraud of abuse in the local or Tennessee state governments then you can call a special hotline to report it. Tennessee Comptrollers discussed this Fraud, Waste & Abuse hotline — and the results gained from tipsters — in their 2018 Annual Report, released this week. The hotline received 870 notifications between July 1, 2017, and June 30, 2018. Comptrollers said 521 of those calls had merit and were investigated, according to the report. Among only a few of them: • Bid Rigging and Bribery: The notification alleged two employees of the University of Tennessee Athletic Department accepted entertainment from a potential vendor and imposed restrictive bid requirements that inhibited competition. Officials recommended the university require and document periodic training related to the Employee Gift Acceptance Policy. • Inappropriate Actions by a State Employee: The notification alleged a Department of Children’s Services employee tried to influence a local election by campaigning for a friend while conducting an assessment for the state. Georgia Legislators Pursue ‘Netflix Tax’ to Cash in on Digital Streaming

by Brittany Hunter   When the private sector needs to generate more revenue, entrepreneurs innovate and create in order to draw in consumers and raise profits. When the government needs to generate additional revenue, they are left with only one option: Extort through fees and taxation. And after it has taxed everything feasibly within its grasp, it has to get creative. California lawmakers have sunk so low, there is now a tax on fruit purchased from vending machines. It should be noted that regular fruit purchased at a store is not subject to this tax, only those purchased from a vending machine. Following this line of absurdity, Indiana has an instituted a candy tax on marshmallows. Maine has a fruit tax specifically on blueberries. Unfortunately, Georgia may be the next state to fall victim to absurd government attempts to generate revenue by taxing digital streaming services like Netflix and Hulu. Pelosi Rejects Trump’s Shutdown Offer, Minnesota Democrats Fall in Line

Speaker Nancy Pelosi (D-CA-12) rejected President Donald Trump’s offer Saturday to provide temporary protections for DACA recipients in exchange for border-wall cash, and Minnesota’s congressional delegation promptly followed suit. “Democrats were hopeful that the president was finally willing to re-open government and proceed with a much-needed discussion to protect the border. Unfortunately, initial reports make clear that his proposal is a compilation of several previously rejected initiatives, each of which is unacceptable and in total do no represent a good faith effort to restore certainty to people’s lives,” Pelosi said in a statement, which was released before Trump delivered his remarks. Pelosi called Trump’s proposal a “non-starter,” taking issue with the fact that it didn’t “include the permanent solution for the Dreamers and TPS [Temporary Protected Status] recipients that our country needs and supports.” Minnesota’s DFLers fell in line Saturday afternoon, saying they wouldn’t negotiate on border security until the government reopens. “While I welcome many elements of the president’ proposal, negotiations cannot begin during a shutdown,” Rep. Colorado Governor Extends Unemployment Benefits to All Federal Workers During Shutdown

Gov. Jared Polis (D-CO) has opened up unemployment benefits for all federal employees working without pay in the state as the government shutdown carries on. “I have authorized an emergency rule that makes unpaid federal workers eligible for unemployment benefits, whether they are reporting for work or not,” Polis said in a Friday statement. “Many federal employees can’t afford to go without a paycheck for a month or longer—Congress needs to re-open the government, but in the meantime, our state will do everything we can to help Coloradans.” Prior to his announcement, only furloughed workers were eligible for unemployment benefits, since the law requires people to be out of work, not just working without pay, to qualify. Polis’ office said that 2,416 furloughed workers had already taken advantage of unemployment benefits, according to Colorado Politics. Under Polis’ emergency rule, essential employees who have been working without pay, such as TSA agents or IRS workers, can now apply for unemployment benefits. “Those federal employees who are required to report for work are feeling the same economic squeeze as those who have been furloughed,” Polis said. “They should not be denied the immediate financial assistance provided by unemployment benefits while being mandated…
