Minnesota Gov. Walz Says Republicans and Business Leaders Will Beg Him for a Gas Tax Next Year

  Minnesota Gov. Tim Walz said he expects businesses and Republican legislators to suggest a gas tax to him next year. The governor, a member of the Democratic Farmer-Labor Party, made the remarks Friday during an interview with Mary Lahammer on Twin Cities Public TV. Joe Biden Skips California’s Democratic Convention to Stump in Ohio at Human Rights Campaign’s Columbus Dinner

  Joe Biden is rolling the dice and striking out on his own on the campaign trail, keeping his distance from the other Democratic presidential candidates. Biden appeared at the Human Rights Campaign’s Columbus Dinner Saturday, Cleveland.com said. The gala was at Ohio State University’s Archie Griffin Ballroom. The HRC is the nation’s largest LGBTQ rights organization. In visiting Ohio Saturday, the former vice president, who is the front-runner in his party’s primary race, showed he is not afraid of missing out by not attending the same events as his plethora of competitors, WGME said. Instead, he is focusing on a November 2020 competition against President Donald Trump, as if his primary challengers are not an issue. Also, Biden plans to avoid an Iowa state party dinner that will draw rivals next weekend, although he will visit Iowa two days later, WGME said. And, he will miss a South Carolina economic forum on the black community, although he will attend the state party convention the next weekend. Trump to Honor Nashville Economist Laffer, ‘Father of Supply-Side Economics,’ with Presidential Medal of Freedom

  President Donald Trump will present Arthur B. Laffer with the Presidential Medal of Freedom. The presentation will take place on June 19. Dr. Laffer is called the “Father of Supply-Side Economics” and is one of the most influential economists in American history, the White House said in a press release. Laffer is renowned for his economic theory, the “Laffer Curve,” which establishes the strong incentive effects of lower tax rates that spur investment, production, jobs, wages, economic growth and tax compliance, the White House said. Laffer was the first chief economist of the Office of Management and Budget and a top economic advisor to President Ronald Reagan. Among other accomplishments during his career, he served as a consultant to the Department of the Treasury and Department of Defense. Laffer’s public service and contributions to economic policy have helped spur prosperity for the nation, the White House said. Laffer is a native of Youngstown, Ohio, who lives in Nashville, Politico said. He moved with his business, Laffer Associates, from San Diego to Nashville in 2003, the Nashville Post said. Work Resumes on Private Border Wall in Sunland Park, New Mexico

  Construction has resumed on the three-quarters of a mile private border wall in Sunland Park, New Mexico, according to KOB. Sunland Park Mayor Javier Perea backtracked on Thursday on his claim the wall violated city law and that it was too high. “Upon further investigation, we have determined this is under and M-2, which is industrial zoning and does allow up to 35 feet, as we understand at this moment,” Perea said of the 18-foot-high fence. Construction is expected to be completed in the next several weeks. The city claimed We Build the Wall did not have a building permit and denied city officials access to the site. We Build the Wall strongly denied both charges, Battleground State News said. The wall is being built on private land owned by American Eagle Brick Company. Perea said he and his family received death threats, KVIA said. He also confirmed work on the border barrier has resumed even though City officials “issued permits in error” prematurely for the lights and fence.   President Donald Trump’s Administration is expected to speed up the procedural steps necessary for a Congressional vote on the United States-Mexico-Canada Agreement (USMCA), media outlets report. Trump should issue a “statement of administrative action” soon, Reuters reported. U.S. House of Representatives Speaker Nancy Pelosi said that was “not a positive step,” Reuters said, adding she wanted more time for lawmakers to review the agreement. The Republican National Committee has questioned why Democrats under the leadership of Pelosi and Sen. Chuck Schumer (D-NY) are holding up USMCA. Pelosi said Mexico must change its labor laws, while Schumer said there are “outstanding issues.” Several Ohio Democrats have posed roadblocks as well.   The City of Sunland Park, New Mexico on Tuesday waged a legal and PR attack against the private builders of the border wall, trying to shut them down with a cease and desist order. As The Tennessee Star reported Tuesday, We Build the Wall is nearing completion of just less than a mile of border fencing in New Mexico. That did not sit well with officials in Sunland Park, who claimed the builders did not have a permit. The city on Tuesday afternoon issued a cease and desist order on construction at the site, KVIA said. We Build the Wall shot back, KVIA said. ”We Build The Wall has done everything they need to do to be in compliance with all regulations. We’ve had members from Sunland Park city government out to inspect the site and to witness the first concrete pour. We Build the Wall Builds First Half-Mile Section of Border Wall in New Mexico – in Four Days

  The group We Build the Wall announced Monday it has completed construction of a large section of wall spanning between a half-mile and a mile along an open area of the Southern border previously believed to be unbuildable. According to a story by The Washington Times, the wall section is along the southern border in New Mexico, and the organization says that is a first in the history of the border. The wall is made of 18-foot steel bollard like what the Border Patrol uses, the Times said. Just late last week, a federal judge ordered a halt to part of President Donald Trump’s emergency declaration and shifting of money within the Pentagon to make up for Congress’s refusal to fund the wall, the Times said. The new section closes a gap that was between the end of the El Paso, Texas border wall and Mount Cristo Rey, across from the City of Juarez, The Gateway Pundit said.   Bill Gates says he will continue to pour his foundation’s money into Tennessee education initiatives and he seemed to endorse a proposed 17 percent Hamilton County property tax increase, according to an interview with the Chattanooga Times Free Press. The Bill and Melinda Gates Foundation has given more than $2.7 million to education initiatives in the Chattanooga area, the Times Free Press said. Gates told the newspaper his foundation does not take positions on school vouchers. He met with Gov. Lee and other state education officials in Nashville, the Times Free Press reported, to see if the governor and the state had placed a priority on education. As a result of his meeting, he said the foundation will make more investments in the state, having already spent about $34 million in Tennessee. Chattanooga officials hope to receive word of another Gates Foundation grant later this summer.   The West Fayette Republican Club has cried foul against the “deceptive” defeat of the Heartbeat Bill in the Tennessee Senate and called for a number of steps to correct that error. The group unanimously passed a resolution regarding the Heartbeat Bill on Thursday, Hal Rounds, the president, said in a statement. The club has called upon Republican senators to “return to the aggressive support of the Heartbeat Bill” and extend the legislative session or call a special session, and that stage agencies should record the number of abortions during the time the bill has not been approved. Furthermore, the West Fayette Republican Party asks that volunteers portray the number of such abortions with crosses posted on the Legislative Plaza along with a list of senators who did not have their names listed as voting in favor of bringing the Heartbeat Bill to a full Senate vote. Rep. Green Introduces Bill to Give Rural Hospitals More Flexibility

  U.S. Reps. Dr. Mark Green (R-TN-07) and Bennie Thompson (D-MS-02) on Thursday introduced a new bipartisan bill to boost rural hospitals, Green said in a press release. The Rural Health Care Access Act of 2019 would repeal what Green called an arcane rule – “the 35-mile rule” – that bars hospitals from pursuing a Critical Access Hospital (CAH) designation. Currently, a rural hospital must be at least 35 miles away from another hospital to receive the CAH designation. If passed into law, this bill would allow states to designate a facility as a CAH if it meets all the other requirements. Those requirements include: The hospital must have 25 or fewer acute care inpatient beds. Must provide 24/7 emergency care services. The average length of stay for acute care patients must be 96 hours or less. “Folks living outside cities must not be left without health care access,” Green said. “We need to act now to remove old, onerous federal regulations and update our laws so that rural communities get the care they need.” Thompson said, “Rural hospitals are an integral part of the rural healthcare system.   For the eighth year in a row, two organizations will place 500 American flags on the graves of service men and women at Williamson Memorial Garden. The Nashville-Franklin Lodge No. 72 of the Benevolent and Protective Order of Elks (BPOE) in conjunction with the Veterans’ of Foreign Wars Franklin Post No. 4892 will place the flags on the graves at 5 p.m. on Friday, the BPOE said in a press release. Williamson Memorial Garden is located at 3009 Columbia Ave., Franklin, TN, 37064. These two groups, because of their love and support of those who have served, want to ensure that the meaning of Memorial Day is not forgotten, the Benevolent and Protective Order of Elks said.   Metro Councilman John Cooper on Sunday held his kick-off event for his campaign to try to serve as Nashville’s next mayor. Cooper kicked off his campaign at Gabby’s Burgers & Fries on Humphreys Street.   President Donald Trump’s “big, beautiful, bold” immigration overhaul plan has at least three backers in Tennessee’s congressional delegation. U.S. Sen. Marsha Blackburn (R-TN), and U.S. Reps. Dr. Scott DesJarlais (R-TN-04) and Dr. Mark Green (R-TN-07) issued statements backing the president. Trump this week rolled out a plan to “transform America’s immigration system” from one of random entry to a meritocracy, The Tennessee Star reported Friday. The president acknowledged that his proposal wouldn’t immediately pass and would have to wait until after the 2020 election. Provisions include: legal immigrants entering for jobs would rise from 12 percent to 57 percent; family-based immigration would decrease from two-thirds to one-third; asylum and diversity visas would decrease from 22 percent to 10 percent; and priority would be given to spouses, children and parents, but not extended family.   Calling Al Gore a “dedicated public servant” and other superlatives, The Harvard Gazette announced the former vice president will address graduating seniors on May 29 as part of the annual Class Day celebration, the day before Harvard University’s 368th commencement. Gore is a 1969 Harvard alumnus. In the lengthy laudatory article, the publication quoted the speaker selection committee co-chair: “It is an absolute honor to be able to welcome Al Gore as our Class Day speaker,” said Cleanna Crabill ’19, program marshal and co-chair of the speaker selection committee. “For more than four decades of service he has modeled leadership based on civic duty, commitment to the public good, and a persistent, forward-looking vision.   The American Civil Liberties Union has sued the State of Ohio over the recently signed “Heartbeat Bill” (SB 23), which is set to take effect on July 10. The lawsuit, filed in support of a handful of abortion clinics in the state, says abortion is a constitutional right under the Roe v. Wade ruling. According to the lawsuit: The Ban has only two very limited exceptions. Nashville’s Public Bus Service WeGo Needs $8.7M Cash Infusion or It May Have to Raise Rates or Make Cuts to Routes

  Nashville’s bus service WeGo Public Transit is looking at a need to raise rates while cutting hours or frequency of routes thanks to a budget shortfall of $8.7 million, Nashville Public Radio says. WeGo presented its budget to Metro Council on Wednesday. The financial gap is due largely to a reduction in state funding, a dip in fare revenue and higher employee insurance costs, Nashville Public Radio said. WeGo asked Mayor David Briley for $57.3 million to maintain its service, but Briley proposed a budget of $48.6 million. The last fare increase was in 2012. According to WeGo’s fare card, rates start at $1.70. WeGo Public Transit officials told WKRN that this would be the third straight year for a flat funding level from the city. While the budget is not a cut, they are not receiving the amount they requested to cover their expenses.   U.S. Rep. Dr. Rep. Mark Green (R-TN-07) on Tuesday introduced a bill to give Medicaid recipients more choice and power in their healthcare decisions. The Medicaid Improvement and State Flexibility Act would authorize states to begin pilot programs giving Medicaid recipients a “swipe card” with dollars on it designated for medical purchases, Green said in a press release. What is not spent from the card is returned to the holder at year’s end in the form of an Earned Income Tax Credit. Coupled with a catastrophic insurance plan, this ensures Medicaid recipients a safety net while at the same time introducing competition into the healthcare market that will improve the quality of care and drive down costs, the congressman said. “The Republican solution to our country’s healthcare crisis is more choice and better care,” Green said. “We need to move forward and utilize the power of markets to fix our broken system and help those in need.   Michael Harris, who won election as the new Shelby County Democratic Party chairman in April, is already facing discontent in the ranks, with the politician calling a special meeting to save his position. The Daily Memphian on Monday said Harris is the second chairman of the party, which recently re-formed. Many long-standing executive committee members left, and new people, including Harris, entered the party. During a meeting last week, the Shelby County Democratic Party’s executive committee could have chosen to either take no action on Harris or could have scheduled a meeting to specifically consider the issue, the Daily Memphian said. Green published the op-ed last Friday in The Daily Signal discussing his Kids to College Act, which is cosponsored by U.S. Rep. Vicente Gonzalez (D-TX-15).   A newspaper claims that House Speaker Glen Casada’s former chief of staff once bragged to a reporter that he had bugged legislative committee meeting rooms and now a Democratic leader is calling for an investigation. Joel Ebert of The Tennessean reported last week that the ex-chief of staff, Cade Cothren, told a reporter earlier this year that he could view and listen to people in the rooms whenever he wanted. The story is available here. Last week, Cothren denied the comments as well as his ability to eavesdrop. Also, The Tennessean said that white noise machines, which hamper the ability to eavesdrop, were located in the ceilings of the hallways inside and outside of Casada’s office. The newspaper says several lawmakers had expressed concern someone might be recording their conversations in private meetings, but the publication did not name names other than Casada. Rep. Green Introduces Bill to Streamline Intelligence Sharing at Department of Homeland Security

U.S. Rep. Dr. Mark Green (R-TN-07) on Thursday introduced a bill that would streamline and improve intelligence sharing at the Department of Homeland Security (DHS). The bill requires the Department of Homeland Security’s Chief Intelligence Officer (CINT) to establish a homeland intelligence doctrine for the department, according to a press release from Green’s office. Also, the bill ensures the CINT will have dedicated staff. Green’s new bill is similar to H.R. 2468, titled the “Unifying DHS Intelligence Enterprise Act,” which was introduced during the previous Congress on May 16, 2017. The goal is to ensure all of the entities at DHS are speaking the same language, using the same tradecraft and disseminating their products to the appropriate stakeholders, which include both the intelligence community and State and local partners, according to the press release.   A North Georgia construction company owner has been indicted on charges that his company hired illegal aliens and paid them below-market wages, according to a press release by U.S. Attorney Byung J. “BJay” Pak. Juan Antonio Perez, 46, of Rydal, Georgia, was indicted on charges that his construction company, Aztec Framing, which operated in Northwest Georgia and East Tennessee, profited by employing illegal aliens, the press release said. He has also been charged with being an illegal alien in possession of 14 firearms. Federal law prohibits illegal aliens from possessing firearms. Southern Region Communications Director Bryan D. Cox told Chattanooga’s NewsChannel 9 that agents served search warrants in six locations across North Georgia and East Tennessee. Federal records say the owner of the business, along with his homes and other businesses, were under investigation. Tennessee is 45 of 51 (including Washington, D.C.) of top states in which to be a policeman, according to a ranking by WalletHub. In the past decade, over 1,500 police officers, including 158 in 2018, died in the line of duty. Tens of thousands more were assaulted and injured. Tennessee was No. 31 for opportunity and competition, 39 for job hazards and protections, and 47 for quality of life, according to WalletHub. Those dimensions were evaluated using 27metrics on a 100-point scale. A 100 is the most favorable condition.   California businessman John Loar is leading a charge to build another taxpayer-funded sports stadium in Nashville – this time for Major League Baseball. Loar and other baseball boosters plan to travel to New York City to meet with Major League Baseball, WSMV said. “What intrigued me about Nashville is just the growth, the corporate growth,” said John Loar, who is leading the efforts, earlier this year. “With the existing sports teams and just the music element to it, it has the Las Vegas vibe without the gaming.” The group, called Music City Baseball LLC, wants to build a stadium in a mixed-use project near Nissan Stadium, home of the Tennessee Titans, or the PSC Metals scrapyard. Loar has previously discussed finance options with public officials, according to a story by Ballpark Digest. That publication said his venture is called Music City Equity Group.   Hundreds of Metro Nashville teachers on Monday called out sick for the second day in a row to protest the size of their promised pay increase. WKRN reported that at least 906 teachers were absent Monday. A Metro Nashville Public Schools official told the station that reasons included personal and family illness, professional and personal leave and bereavement. The totals included 86 teachers from McGavock High School, WKRN said. On Friday, a total of 1,093 teachers and over 400 staff members from at least 18 schools were reported to have called out, The Tennessee Star reported. A total of 125 of McGavock’s 141 teachers stayed home Friday. The Nashville Scene reported that Friday’s sick out estimate has since been revised down to 960 teachers and 400 staff. Gov. Lee Plans to Allow Online Sports Gambling Bill to Become Law Without Signing It

  Tennessee Gov. Bill Lee plans to let an online sports gambling bill become law without signing it, multiple news outlets are reporting. The Tennessee Journal: On the Hill reported: “The governor has said he does not believe that the expansion is best, but he recognizes that many in the legislature found this to be an issue they want to explore further,” Lee spokeswoman Laine Arnold said in a statement. “He plans to let this become law without his signature.” The Tennessee Education Lottery will be responsible for carrying out the online sports betting program, the Chattanooga Times Free Press said. There will be a 20 percent tax, which is expected to generate $41 million for the lottery, $7.6 million for local government revenue and $2.5 million to provide anti-gambling addiction programs through the Tennessee Department of Mental Health. The original version of the bill would have permitted gambling shops in physical locations but that provision was dropped after the governor opposed it, the Times Free Press said. Bill Strengthening Protections Against Female Genital Mutilation Awaits Gov. Lee’s Signature

  A bill that strengthens Tennessee’s protections against female genital mutilation (FGM) is headed to Gov. Bill Lee for his signature after the Legislature approved the measure. The national EndFGMToday campaign issued a press release congratulating Tennessee lawmakers. The advocacy organization said the bill will provide additional protections for women and girls from FGM and punish the perpetrators. The bill will strengthen an already-existing law already on the books. “The mutilation of little girls’ genitals defies all standards of humanity and cries out as a hideous violation of human rights, according to the United Nations and World Health Organization,” said attorney and child welfare advocate Elizabeth Yore, who heads EndFGMToday. “The CDC estimates that 513,000 girls are at risk of female genital mutilation in the United States. Legislators in Tennessee realize this fact and are working to strengthen their laws even further to protect women and girls in their state. EndFGMToday urges Gov. Feds Plan to Add State Rep. Dickerson to Pain Management Company Fraud Lawsuit, Reports Say

  A federal judge has granted prosecutors’ requests to intervene in whistleblower complaints against Comprehensive Pain Specialists (CPS), and Tennessee Sen. Steve Dickerson (R-TN-20) is being added as a defendant, multiple media outlets report. Judge Aleta Trauger of the United States District Court for the Middle District of Tennessee granted the federal and state prosecutors’ requests, according to MSN. They have 90 days to file their own complaints. Several lawsuits filed by former employees of CPS were unsealed Tuesday, accusing the leaders, including Dickerson, of a fraud scheme, NewsChannel 5 said. They allegedly made millions of dollars in payments from Medicare and violated the False Claims Act. Suzanne Alt of Missouri is a former CMS employee who alleges in the main complaint that the company made false claims for lab tests that were not needed. The court document said she “was personally told to increase the frequency of the drug screens” that were most costly instead of a cheaper alternative. The lawsuits have been consolidated into one case, and although the main complaint does not specifically mention the lawmaker, Dickerson is named in one of the suits alongisde co-founder Dr. Peter Kroll and former CEO John Davis.   Archived webpages show Bank of America sponsored consecutive annual fundraising galas for Planned Parenthood of New York City, according to a press release by 2ndVote. The archives are available here. Conservative watchdog organization 2ndVote published an online announcement for Planned Parenthood of New York City’s May 2, 2017, centennial gala. That form listed Bank of America as a “corporate sponsor.” The event was billed as a “once-in-a-lifetime gala to benefit Planned Parenthood Federation of America and Planned Parenthood of New York City.” Former presidential candidate Hillary Clinton was presented with the Champion of the Century Award at the gala. One year later, a similar announcement for Planned Parenthood of New York City’s “Spring Into Action Gala” on May 1, 2018, listed Bank of America as a “bronze sponsor.” 2ndVote also posted IRS Form 990 filings by Bank of America Charitable Foundation that show donations to multiple Planned Parenthood affiliates. Tullahoma Police Chief Resigns in Plea Deal Over Charge of Tampering With Evidence from Son’s Car Crash

  The Tullahoma police chief resigned after entering a no contest plea Monday to a charge of tampering with evidence, WSMV reported. Paul Blackwell resigned as chief after letting go of his Police Officer Standards and Training Council (POST) certification as a condition of his plea agreement, which means he is no longer a certified law enforcement officer, the station said. Blackwell received a four-year sentenced suspended to probation under a deferred judgment, according to 14th Judicial District Attorney General Craig Northcott. Tennessee Bureau of Investigation spokeswoman Susan Niland said in December 2018 that Northcott had requested the investigation, the Chattanooga Times Free Press reported. “The complaint stems from his office’s handling of the investigation of a motor vehicle crash involving the chief’s son in November,” Niland said. In January, Blackwell and Tullahoma Police Department Capt. George Marsh were placed on paid administrative leave pending the outcome of an internal investigation, The Manchester Times said. The investigation was handled by the City of Tullahoma; TBI conducted the investigation of misconduct. Jennings Jones, DA of the 16th Judicial District, handled the prosecution after Northcott recused himself. Marsh, who resigned in February, also gave up his POST certification and will not face any…

Commission Declares Polk County to Be Gun Sanctuary to Protect Second Amendment Rights

Polk County has declared itself to be a sanctuary – not for illegal immigrants, but for law-abiding gun owners. At Thursday evening’s Polk County Commission meeting, the County Commission voted 8-1 to adopt a resolution declaring Polk a gun sanctuary to protect citizens’ Second Amendment rights, according to a story by the Cleveland Daily Banner. The county is the first in the state to do so. The resolution is based on one passed by in neighboring Cherokee County, North Carolina in March. More than 200 counties in nine states have vowed not to enforce new state measures that restrict gun access, and 132  have voted to become gun sanctuaries despite questions of the measure’s constitutionality.
