DeKalb County Officials Won’t Say If Elections Director’s Leave of Absence Is Performance Related, Paid or Unpaid

When the heads of the DeKalb County Board of Registration and Elections announced that effective September 9, 2021, Erica Hamilton is on an extended leave of absence from her role as Director of DeKalb County Registration and Elections, noticeably missing from the statement was whether Hamilton’s leave was related to her job performance and whether the leave was paid or unpaid.

The joint statement, issued by DeKalb Board of Registration and Elections Chair Dele Lowman Smith and Vice-Chair Nancy Jester, came just 6 business days after The Georgia Star News reported that 43,000 absentee ballots deposited into DeKalb County drop boxes were counted during the November 2020 election, despite violating a chain of custody rule.

COLUMBIA, Tennessee – Confederate Lt. Gen. Nathan Bedford Forrest was “put to rest for eternity” Saturday by the Sons of Confederate Veterans at the National Confederate Headquarters and Museum at Historic Elm Springs in Columbia, Tennessee.

The General was reinterred with his wife Mary Ann Montgomery Forrest at a private ceremony that was free to attendees but required a ticket, the number of which was limited to about 2,000.

Williamson County Citizen Group Presents Solutions to Restore Trust in Tennessee’s Elections

FRANKLIN, Tennessee – The Williamson County Voters for Election Integrity citizen group presented solutions to restore trust in county and statewide elections in Tennessee that was damaged in the November 2020 election, in large part due to the actions of others in other states.

The group, comprised of business professionals including two former chief information, a library science data analyst, a 40-year IT professional, a process engineer and several communication executives, over the last 10 months has been “studying voting machines, voting processes and the need to institute best practices to help government officials fix election vulnerabilities found in both Williamson County and across Tennessee following last November’s voting,” said team member Frank Limpus in a press release. 43,000 Absentee Ballot Votes Counted in DeKalb County, Georgia 2020 Election Violated Chain of Custody Rule

43,907 of the 61,731 absentee ballots deposited in drop boxes in the November 2020 presidential election in DeKalb County, Georgia–72 percent–were counted in official tallies certified by the county and the state, despite violating chain of custody requirements set forward in Georgia Emergency Rule 183-1-14-1.8-.14  promulgated by the Georgia State Election Board at its July 1, 2020, meeting.

That rule states absentee ballots placed in drop boxes, “shall be immediately transported to the county registrar” by the two person collection team, which is required to sign a ballot transfer form indicating the number of ballots picked up, the time the ballots were picked up, and the location of the drop box, and that, “The county registrar or a designee thereof shall sign the ballot transfer form upon receipt of the ballots from the collection team.”

An analysis by The Georgia Star News of DeKalb County’s absentee ballot drop box transfer forms from the November 2020 election identified a number of problems that puts the documents out of compliance with the Georgia Board of Election Emergency Rule 183-1-14-1.8-.14.

The Star News reviewed 725 absentee ballot drop box transfer forms, obtained from the DeKalb County law department in response to an open records request, that were used by DeKalb County during the November 2020 election to document the chain of custody of the 61,731 absentee ballots deposited in drop boxes .

Tennessee Finishes 2020-2021 Fiscal Year with a $3.1 Billion Budget Surplus

The State of Tennessee finished the 2020-2021 fiscal year with a $3.1 billion surplus in revenues, as compared to the budgeted estimates, Tennessee Department of Finance and Administration Commissioner Butch Eley reported Friday.

After adjusting for the increased revenue estimate of $1 billion recommended by the Funding Board in November 2020 and passed by the General Assembly on April 29, Eley announced total tax receipts for fiscal year 2020-2021 are $2.1 billion more than the budgeted estimates.

On August 3, The Georgia Star News reported that Fulton County denied the same chain of custody documents for absentee ballots deposited into drop boxes during the November 2020 general election that they purportedly gave to Georgia Public Broadcasting (GPB) News on or before June 17.

Fulton County election officials have failed to meet a second response date they set to provide The Georgia Star News with complete chain of custody documents for absentee ballots deposited into drop boxes during the November 3, 2020, general election.  For a third time, Fulton County has extended their response date, this time to August 6, 2021.

Fulton County’s communication about the third extension comes more than eight months and five follow-up requests after The Star News filed an initial open records request on December 1, 2020, for the drop box transfer forms that document the critical chain of custody of absentee ballots deposited in 37 drop boxes installed throughout Fulton County for the 41 days of the November 2020 election period.

Tennessee’s June Revenues $372 Million over Budget for a $2.8 Billion Surplus

Tennessee’s revenues for the month of June exceeded the budget by $372.3 million, putting the year-to-date surplus at $2.8 billion, Commissioner of the Tennessee Department of Finance and Administration Butch Eley announced Thursday.

State taxes for June 2021, which is the eleventh month of the current fiscal year, were $321.1 million more than June 2020.

That article was the basis for a four-minute segment broadcast across NPR’s national network Friday afternoon.

In a story this week, The Washington Post referred to Fulton County’s record-keeping of the chain of custody documentation of the absentee ballots deposited into drop boxes during the November 3, 2020, election “shoddy” and “sloppy.”

While the apparent goal of the story was to deliver “Four Pinocchios” to former President Donald Trump for what The Post called “baseless claims about ballot drop boxes in Fulton County, Ga,” it made arguments supporting claims of election irregularities.

Fulton County elections officials have failed to provide complete absentee ballot drop box transfer forms to The Georgia Star News that they provided to Georgia Public Broadcasting (GPB) News last week.

The Star News broke the news on Monday, June 14, that a Fulton County elections official admitted that “a few forms are missing” and that during a COVID outbreak at the Elections Preparation Center (EPC) “some procedural paperwork may have been misplaced,” with regard to 385 drop box transfer forms The Star News is still missing from 1,565 transfer forms Fulton County documented on a spreadsheet that tracked daily absentee ballot collections during the November 2020 election.

After six months and several open records requests, 385 of the transfer forms that document the chain of custody of absentee ballots deposited in drop boxes and transferred to the county registrar during the November 3, 2020, election have still not been provided to The Star News.

Missing Fulton County Chain of Custody Documents to be Investigated by Secretary of State Raffensperger

Georgia Secretary of State Brad Raffensperger announced Monday that a thorough investigation will be conducted of Fulton County’s inability to produce the critical chain of custody documents for absentee ballots deposited in drop boxes during the November 3, 2020 election.

Raffensperger made his announcement via Twitter, following the lead story Monday in The Georgia Star News that a Fulton County election official admitted that chain of custody documents are missing for absentee ballots deposited in drop boxes in the 2020 election.

On May 3, 2021, six months after the November 3, 2020 presidential election, Fulton County election officials provided The Georgia Star News with a thumb drive containing 30 files those officials said complied with an Open Records Request made by The Star News. The request made to Fulton County was one in a series of Open Records Requests made to all 159 counties in Georgia to produce all chain of custody documents, known as absentee ballot drop box transfer forms, from that election.
