AG Jason Miyares Sends Legal Notice to VCU, UVA on Compliance with Trump’s Order Banning Federal Funds for Minors’ Trans Surgeries

Virginia Attorney General Jason Miyares reportedly sent a legal notice to the Virginia Commonwealth University (VCU) and University of Virginia (UVA) health systems, offering guidance on the executive order banning federal spending on transgender surgeries or medicines signed by President Donald Trump, which states that his office is monitoring for compliance.

The legal notice, published by ABC 8 News on Friday, references the Tuesday executive order Trump signed, titled “Protecting Children from Chemical and Surgical Castration.”

“As the Executive Order takes effect immediately, I write to provide this prompt legal advice to enable the Commonwealth – including its agencies – to protect itself from significant legal risk and substantial financial exposure,” wrote Miyares in the letter, which is dated Thursday.

The attorney general told VCU and UVA, according to the outlet, “Given the plain terms of this Executive Order, the chemical and surgical mutilation of children must end immediately. Any institution that continues to engage in such mutilation unacceptably and unjustifiably endangers not only itself and the Commonwealth, but also the vulnerable children of this Commonwealth.”

Miyares then outlined the points in Trump’s executive order before notifying the institutions that his office would be monitoring the commonwealth’s agencies that receive federal funding for compliance.

“The chemical and surgical castration must stop immediately. Hospitals and institutions that continue to mutilate children place themselves at significant legal risk and face substantial financial exposure,” Miyares reportedly told VCU and UVA. “Given these risks, my office will be closely monitoring this issue and the actions of the Commonwealth’s agencies.”

At the time the executive order was sent, both VCU and UVA had voluntarily terminated its transgender surgeries and medications for minors due to the executive order.

According to Axios, VCU confirmed the termination of their transgender programs on Thursday, after a parent of a child who identifies as transgender reportedly had an appointment canceled by VCU. A spokesman reportedly stated that appointments will be kept to provide patients with possible treatment options that comply with Trump’s executive order.

Miyares is currently running for a second term as Virginia’s attorney general.
