Invalid ID Presented by Kilmar Abrego Garcia Expired Two Months Prior to Tennessee Traffic Stop

The Computer-Aided Dispatch (CAD) Report provided to The Tennessee Star by the Tennessee Department of Safety and Homeland Security (TDOSHS), containing a minute-by-minute report of actions taken by the Tennessee Highway Patrol (THP) during Kilmar Abrego Garcia’s traffic stop on November 30, 2022, revealed that the Maryland driver’s license presented by the Salvadoran citizen had been expired for more than two months at the time of the stop.

After The Star first reported that Abrego Garcia was stopped in Tennessee, the U.S. Department of Homeland Security confirmed troopers suspected him of human trafficking, and THP told The Star that troopers were instructed to release the illegal immigrant by the “Biden-era FBI.”

In total, Abrego Garcia was transporting eight passengers inside the 2001 Chevrolet Suburban, which DHS has confirmed was owned by Jose Ramon Hernandez Reyes, a convicted human smuggler who was deported to El Salvador in 2020.

Though heavily redacted, with TDOSHS citing privacy laws, the CAD report confirms that Abrego Garcia presented a Maryland driver’s license that expired on September 23, 2022, more than two months before the late November stop.

It also confirmed that Abrego Garcia’s license, given to troopers during the stop, was a restricted, temporary form of license, which DHS previously confirmed is issued by Maryland exclusively to authorize illegal immigrants to drive within the state.

Driving without a valid license is a Class B misdemeanor in Tennessee, punishable by fines or up to six months in jail. DHS has confirmed that Abrego Garcia was only cited with a warning.

Additional records obtained by searching the Maryland driver’s license were redacted. They consisted of 10 lines of text that appeared to describe Abrego Garcia’s background and previous contacts with law enforcement.

Other information included in the CAD report was sparse, though it did confirm the vehicle driven by Abrego Garcia, who lived in the country as an illegal immigrant in Maryland, was registered in Texas.

Notably, DHS previously confirmed the vehicle was owned by Jose Ramon Hernandez Reyes, another citizen of El Salvador, who was convicted of human smuggling and deported to his homeland in 2020.

The body-worn camera video released by TDOSHS to The Star similarly contained heavy redactions, but seemed to confirm troopers suspected Abrego Garcia was engaged in trafficking during the stop.

“There’s eight people in there,” said one trooper. “He’s getting paid to haul these people, probably to Maryland, I would say, if I had to guess.”
