    It is long overdue eliminating qualified immunity for employees/administrators drunk with the power of their position. Here you have college administrators enforcing their personal beliefs/opinions while relying on the employer (the state) to provide them legal protection for their malfeasance. I have seen this in other public employment positions. I would prefer seeing the employer being discharged from the litigation allowing the aggreged so seek damages specifically from the offender be it a department head, a supervisor, etc… If held accountable for their actions, those who like to impose their personal beliefs on subordinates will stop in a hurry. As a taxpayer, I am tired of bailing out public employees who decide to follow their own rules and get in trouble.
