U.S. Senator JD Vance (R-OH) has been recognized by the Republican Liberty Caucus as one of the Top Defenders of Liberty in 2023.
The Republican Liberty Caucus publishes its liberty-focused scorecard each year for Republican members of the U.S. Senate and U.S. House of Representatives.
Each member is given a Liberty Score based on how they vote on 20 pieces of legislation throughout the year that “either advance liberty or diminish liberty.”
The highest possible Liberty Score a member could earn is 100.

In 2023, only one U.S. Senator, Rand Paul (R-KY), earned the highest Liberty Score of 100. Paul was also the only Republican senator to land a perfect score on the Republican Liberty Caucus’ 2022 scorecard as well.
U.S. Senator Mike Braun (R-IN) received the second-highest score of 95, followed by U.S. Senator Mike Lee’s (R-UT) score of 90 and Vance’s score of 85.
The average score among the Republicans in the Senate was 45.
Among the lowest-scoring Republicans were U.S. Senators Susan Collins (R-ME), Minority Leader Mitch McConnell (R-KY), Mike Rounds (R-SD), Tim Scott (R-SC), and Thom Tillis (R-NC) – all of which received scores of 25 – and Mitt Romney (R-UT), who received a score of 20.
“The Top Defenders of Liberty demonstrated an unwavering commitment to the principles of individual liberty, limited government and free markets. This means they voted against wasteful spending, they stood up for our constitutional rights, they voted to repeal unneeded laws/regulations, and they supported a non-interventionist foreign policy that keeps American troops out of undeclared wars,” the Republican Liberty Caucus wrote in a press release.
Only one U.S. representative, Kentucky’s Thomas Massie (R-KY-04), earned the highest Liberty Score of 100 last year in the House of Representatives.
The average score among Republicans in the House was 65.
