Super PAC Behind Controversial Pro-Johnston Mailers Purchases $256,000 Ad Buy Ahead of TN-5 Primary

The Conservatives with Character super PAC supporting Metro Councilwoman Courtney Johnston in her campaign to unseat Representative Andy Ogles (R-TN-05) in the Republican primary on August 1 on Wednesday spent more than $256,000 in advertisement in the final days before the election.

A reported filed with the Federal Election Commission by Conservatives with Character treasurer Randy Stamps confirmed the organization spent $200,000 with the New Mexico-based Ad Placement Results LLC, an additional $30,000 to the Nashville-based VOR Media advertising firm, and $26,820 with HTTV Direct LLC, a Virginia-based political mailing firm.

Jim Tracy, who is employed as a senior advisor to the Department of Commerce and Insurance, is a board member of the political organization that recently sent $140,000 to a super PAC attacking Representative Andy Ogles (R-TN-05) and supporting Metro Councilwoman Courtney Johnston in the Republican primary in the 5th Congressional District scheduled for August 1.

Tracy was named as a board member of The Best of Tennessee in a June 6 article by Tennessee Lookout, which reported he was then, “a Senior Advisor to the Department of Commerce and Insurance.”

Never Trumper political consultant and lobbyist Tom Ingram is one of the founders of The Best of Tennessee, which last month sent $140,000 to the Conservatives with Character super PAC that recently began a $140,000 ad campaign supporting Metro Councilwoman Courtney Johnston in her effort to unseat Representative Andy Ogles (R-TN-05) in the Tennessee Republican primary on August 1.

Ingram was listed as one of three founders of The Best of Tennessee in April by Tennessee Lookout, which reported the group’s founders also include pro-abortion attorney Chloe Akers and seasoned political fundraiser Kim Kaegi, who is also the treasurer for the Johnston campaign.

Randy Stamps, who is the treasurer for the Conservatives with Character super PAC which sent mailers juxtaposing images of Metro Councilwoman Courtney Johnston and former President Donald Trump, told The Tennessee Star on Tuesday he is among the Republicans who do not want the former president to “dominate” the Republican Party.

Stamps also confirmed Conservatives with Character sent the mailers as part of the $140,000 advertising campaign reported last month, and said it is part of the same advertising campaign that followed a $140,000 cash injection from The Best of Tennessee, whose co-founder is Kim Kaegi, a seasoned political fundraiser who also serves as Johnston’s campaign treasurer.

Federal Election Commission (FEC) records confirm the group Conservatives with Character received $140,000 on June 7, 2024 from The Best of Tennessee Action Fund, one of the strategically interlinked organizations co-founded by pro-abortion attorney Chloe Akers and political fundraiser Kim Kaegi in April.

Despite Representative Andy Ogles (R-TN-05) already securing the endorsement of former President Donald Trump in his bid for reelection in Tennessee’s 5th Congressional district, political advertisements mailed to voters depict his only Republican challenger, Metro Councilwoman Courtney Johnston, alongside Republican presidential nominee.

The mailers do not appear to be sent by Johnston’s campaign, but are attributed to Conservatives with Character, the super PAC that recently began an advertising campaign against Ogles, and were obtained by The Tennessee Star from a recipient within the district.

Nashville Mayor Freddie O’Connell on Wednesday declared his controversial transit referendum a “great opportunity” for the city after it was unanimously approved by the Metro Council, with every lawmaker present voting to allow Nashvillians to vote in November on whether to fund the $6.93 billion transportation package called illegal by critics. 

After the transit referendum was approved by the Metro Nashville City Council with unanimous support from the lawmakers present, O’Connell declared his approval in a statement, noting the final decision will go to Nashville residents in November.

Bobby Joslin, owner of Joslin and Son Sign Company, which has provided signs to many Nashville businesses, welcomed Johnston at an annual fish fry event on Thursday by gifting her a prominent sign, The Nashville Banner reported. Prominent Nashville and Tennessee political figures attended the event, including former Governor Bill Haslam, former Nashville Mayor Bill Purcell, former Nashville Mayor Megan Barry, Nashville Mayor Freddie O’Connell, and several current and former candidates for office representing both parties.

U.S. Representative Andy Ogles (R-TN-05) submitted a total of 11 amended campaign filings with the Federal Election Commission (FEC) on Wednesday. The new details provided by Ogles reveal his campaign originally misstated its cash-on-hand in June 2022 by more than $290,000.

Ogles’ 11 amended reports are for reporting periods between April 1, 2022 and March 31, 2024. The first amended filing, which includes the $290,000 discrepancy, covers the period when Ogles previously reported a $320,000 personal loan to his campaign.

Johnston declared her candidacy on April 4, but the website for her campaign remains devoid of issues statements and policy positions at press time. Without policy positions, the only campaign information available on Johnston’s campaign website are a donation link, her announcement video and a form to submit contact details.

Ogles explained his decision to break with the majority of Republicans and vote against reauthorizing FISA came after House leadership “chose to keep the doors closed and did not allow an open amendment process.” He noted he had six amendments that were all ignored by House Speaker Mike Johnson (R-LA-04).

The PACs and nonprofit will be called The Best of Tennessee, and the political wing of the operation will focus on “pro-choice” messaging to elect moderate candidates, according to The Tennessean.

Johnston recently confirmed reports she is considering a challenge to Ogles, stating to the media, “The people of Middle Tennessee deserve better than Andy Ogles.” The councilwoman confirmed, “I am taking a very close look at the district and am talking to voters. If I run, I intend to win.”

A day after the Metropolitan Nashville Police Department denied The Tennessee Star’s request for mass shooter Audrey Elizabeth Hale’s manifesto, an official says the department has entered a “stage” of considering how to release the controversial documents.

Nashville Council Members Push Back Against Mayor’s Closed-Door $2.1B Stadium Deal

Opposition to a deal for the public portion of financing of a new $2.1 billion Tennessee Titans stadium is building amongst Nashville council members since the deal was first announced at a press conference by the mayor’s office and then a non-binding term sheet was presented to the city’s sports authority and East Bank Stadium Committee.

The deal includes a $500 million payment from the state of Tennessee, $760 million in bonds from the city’s sports authority and an undetermined amount of future tax dollars that will go toward stadium maintenance, upkeep and East Bank infrastructure. The mayor’s office hired private consultants, New York-based Inner Circle Sports, to help broker its deal.

Carol Swain Urges Support for Steve Glover, ‘Only Experienced Conservative’ Running for Council

  Former Metro Nashville mayoral candidate Dr. Carol W. Swain is calling on her supporters to turn out to the polls once again — to support at-large Metro Council candidate Steve Glover. Early voting runs to September 6. Election Day is September 12. In an email newsletter to her supporters, Swain says that Glover is the “only experienced conservative running for a seat on city council” and that he needs votes — and she asks people to vote for only one at-large candidate to give Glover his best chance. Swain also asks her supporters to vote for District 26 council candidate Courtney Johnston, who is engaged in a run-off against Jeremy Elrod. Current Metro Council district member and at-large candidate Steve Glover has been a critic of incumbent Mayor David Briley, including lately, the mayor’s budget, The Tennessee Star reported. Glover believes that the budget submitted by Mayor David Briley and recently passed by the Metro Council violates state law and Metro rules requiring a balanced budget. Glover asked State Senator Farrell Haile (R-Gallatin) to request an opinion from Tennessee State Attorney General Herbert H. Slatery concerning the legality of that budget.
