Heated Primary Battle Allegedly Turns Physical: Del. March Files Misdemeanor Assault Charge Against Del. Williams

Delegate Marie March (R-Floyd) has filed a criminal complaint for misdemeanor assault against Delegate Wren Williams (R-Patrick) after an incident at a GOP fundraiser Saturday. The incident is an escalation in the already-heated primary battle between the two Republicans paired in a deep-red district.

“While attending the 9th District GOP dinner in Wytheville, Delegate Williams approached me in the lobby of the meeting room and struck me with his body,” March wrote in a press release, alleging that Williams also “verbally assaulted” a Carroll County supervisor.

General Assembly Kills Gas Tax Holiday, Hyde Amendment, but Pass Partial Lab School Expansion in FY 23-24 Budget

RICHMOND, Virginia — The Virginia General Assembly approved many of Governor Glenn Youngkin’s budget amendments on Friday, but in mostly-partisan votes, killed his efforts to expand a ban on using state tax dollars on abortions, and to create a three-month gas tax holiday. Additionally, House Republicans and Democrats killed an amendment that would have made it a felony to protest outside courts and justices’ homes to influence proceedings.

Youngkin criticized the defeat of the gas tax holiday on Twitter: “Democrats failed to put politics aside for the good of Virginians — for a third time.”

Virginia House Subcommittee Recommends Tabling Campaign Finance Reform Bill

A House of Delegates Privileges and Elections subcommittee voted five to three to recommend tabling Senator John Bell’s (D-Loudoun) bill to ban the use of campaign funds for personal use. The Senate passed the bill 37 to three but if the Privileges and Elections Committee follows the subcommittee’s recommendation, the bill will falter. That’s not a new pattern for Virginia — in 2021 when Democrats controlled both chambers, a similar bill passed out of the House with unanimous support but the bill faltered in Senate committee.

Bell told the subcommittee that his bill was the result of a summer campaign finance joint subcommittee.

“Over the years, I know we’ve had many bills in this subject area, frankly, by members of both parties. This is a really tough area to go into, I want to just say to the committee as we get into it. And We took the bill that started off, we heard testimony, and we work with stkeholders again and worked with members of both parties, and we dialed the bill back in a few areas,” he said.

Grocery Tax Cut, Doubled Standard Deduction Advance in House of Delegates

The House of Delegates Finance Committee advanced a bill to eliminate Virginia’s grocery tax and a bill to double the standard deduction on income tax; those are two key promises Governor Glenn Youngkin made in his campaign as part of his focus on “kitchen-table issues.”

HB 90, sponsored by Delegate Joe McNamara (R-Roanoke) exempts food for human consumption and essential personal hygiene items from state and local sales taxes. On Monday, Delegates Candi Mundon King (D-Prince William) and Delegate Richard ‘Rip’ Sullivan (D-Fairfax) expressed concern about how a different Youngkin-inspired tax bill would impact low-income Virginians. McNamara recalled those remarks in the Wednesday committee meeting.

Youngkin $300 Tax Refund Bill Advances in House Finance Subcommittee

A House of Delegates Finance subcommittee advanced a bill to provide a $300 income tax refund for individuals and $600 for married persons for the 2021 tax year, a key promise from Governor Glenn Youngkin’s Day One Game Plan.

“Virginia has seen a steady increase in its tax revenues, and it’s far exceeding the forecasted growth, largely due to an increase in non-withholding taxes and a standard deduction below the federal level. Virginians have overpaid on their taxes as evidenced by the state’s surplus, and should have some of their money repaid. The aid given to Virginia from the federal government to facilitate the Commonwealth’s response to the COVID-19 pandemic resulted in Virginia ending its 2021 fiscal year with a surplus of over $2.6 billion,” HB 935 sponsor Delegate Roxann Robinson (R-Chesterfield) said in the Monday subcommittee meeting.
