Wisconsin’s Republican congressional delegation wants answers from federal health agencies following recent revelations of a biosafety lab incident at the University of Wisconsin-Madison. 

The so-called gain-of-function experiments at Wisconsin’s flagship public university shine a brighter light on the same scientific practices used in a lab in Wuhan, China that are suspected of unleashing the COVID-19 pandemic on the world.

Wisconsin Congressman Mike Gallagher Introduces Bill Banning Gain-of-Function Research

As increasing evidence suggests the COVID-19 virus likely leaked from a lab in Wuhan, China, U.S. Rep. Mike Gallagher (R-WI-08) is introducing a bill that would ban taxpayer dollars from funding so-called gain-of-function research — or at least pause funding.  

Gallagher joined U.S. Representatives Henry Cuellar (D-TX- 28) and Earl L. “Buddy” Carter (R-GA-01) this week introduced the Pausing Enhanced Pandemic Pathogen Research Act, which would stall taxpayer-funded gain-of-function research for five years, providing time to evaluate the risks and for proper safety standards and protocols to be implemented, the lawmakers say.

Commentary: Congress Should Investigate ‘Gain-of-Function’ Research

I fear that the investigations Republicans have promised in the House next year will be little more than another round of toxic partisan gamesmanship. But there is one investigation Congress should undertake, and that is into so-called “gain-of-function” research.

Before the pandemic, I suspect that most of you, like me, had never heard of gain-of-function research. What we learned during the pandemic is that scientists around the world routinely tinker with the genome of viruses to see how the induced changes will affect replication of the virus (contagiousness) and the effects it has on its host (lethality). Such research has apparently been going on for decades and is routinely funded by governments, including ours.

Rand Paul: ‘Fauci Should Go to Prison for Five Years for Lying to Congress’

Senator Rand Paul (R-Ky) on Thursday said he thinks Dr. Anthony Fauci, the director of the National Institute of Allergy and Infectious Disease, should go to prison for five years for lying to Congress. The Kentucky senator has repeatedly sparred with the NIAID director over the funding of gain-of-function experiments at the Wuhan lab.

“Fauci should go to prison for five years for lying to Congress. They’ve prosecuted other people, they’ve selectively gone after Republicans, but in no way will they do anything about him lying,” he told Maria Bartiromo on Fox Business.

Fauci Staffers Flagged Potential Gain-of-Function Research at Wuhan Lab in 2016, Records Reveal

Two subordinates of Dr. Anthony Fauci raised concerns in May 2016 that a taxpayer-funded grant may include gain-of-function experiments on bat coronaviruses at a Wuhan lab, but dropped the issue after nonprofit group EcoHealth Alliance downplayed the concerns, documents obtained by the Daily Caller News Foundation show.

National Institutes of Allergies and Infectious Disease staffers Jenny Greer and Erik Stemmy told EcoHealth in a May 28, 2016, letter that a proposed grant “may include” gain of function research, according to documents obtained through a White Coat Waste Project information request. The letter requested EcoHealth provide its own “determination” as to whether its proposed experiments in Wuhan included gain of function research.

Tennessee Sen. Blackburn and Kansas Sen. Marshall Introduce Bill to Pause Gain-of-Function Research Funding

Sen. Marsha Blackburn (R-TN) is sponsoring legislation with Sen. Roger Marshall (R-KS) to place a moratorium on gain-of-function (GOF) research, problems with which many believe played a role in the outbreak of COVID-19.

GOF experiments enhance the severity or transmissibility of a virus or other biological agent. The National Institutes of Health (NIH) have condoned such research “to help us understand the fundamental nature of human-pathogen interactions, assess the pandemic potential of emerging infectious agents and inform public health and preparedness efforts.” The NIH have however acknowledged major “biosafety and biosecurity risks” that warrant meticulous oversight.

Watchdog Group Seeks Records from Agencies on Funding of Nonprofit Involved in Wuhan-Based ‘Gain-of-Function’ Research

A watchdog organization has filed requests via the federal Freedom of Information Act (FOIA) this week to obtain information about the U.S. government’s funding of China-based gain-of-function studies that many believe have played a role in the origin of COVID-19.

Gain-of-function (GOF) research is experimentation that enhances the severity or transmissibility of a virus or other biological agent. The National Institutes of Health (NIH) have said such work “poses biosafety and biosecurity risks [which] must be carefully managed,” though the NIH have justified funding GOF research “to help us understand the fundamental nature of human-pathogen interactions, assess the pandemic potential of emerging infectious agents and inform public health and preparedness efforts.”
