Rouse Flips Virginia’s Senate District 7 by Less than One Percent in Unofficial Results

Democrat Aaron Rouse declared victory in Tuesday’s special election to fill a state senate seat left vacant after now Congresswoman Jen Kiggans’ (R-VA-02) election to Congress; however, Republicans may consider requesting a recount due to Kevin Adams’ loss by less than one percent in preliminary results.

“THANK YOU! With your support, and the support of voters from across Virginia Beach and Norfolk, we have won this Special Election. No rest for the weary – tomorrow, we head to Richmond to get to work for Virginia families,” Rouse tweeted.

Three General Assembly Special Elections for Tuesday

Senate District Seven voters are voting Tuesday to fill the vacancy left now that Jen Kiggans is representing the region in Congress; while the SD 7 race is the most competitive on Tuesday, there are also elections in House Districts 35 and 24.

In SD7, Republican Kevin Adams, a Navy veteran, is running against Democrat Aaron Rouse, former Virginia Beach City councilman and a former NFL player. Senate Democrats see the special election as a chance to expand their narrow 21-seat majority, which leaves them vulnerable to tie-breaking votes from Lieutenant Governor Winsome Earle-Sears. For Republicans, keeping a Republican in the seat is important if they hope to see even minor changes on issues like education and abortion.

Seibold Wins Nomination in Upset in Democratic Canvass for HD-35 Special Election

In an upset, Holly Seibold is the Democratic nominee for the House District 35 special election despite endorsements for Fairfax School Board Member Karl Frisch from many top Fairfax Democrats including former Speaker of the House of Delegates Eileen Filler-Corn (D-Fairfax), Representative Don Beyer (D-VA-08), Virginia Senate Finance Chair Janet Howell (D-Fairfax), Delegate Marcus Simon (D-Fairfax), Fairfax Commonwealth’s Attorney Steve Descano, several county supervisors, and several school board members.

“I cannot thank the Democrats of District 35 enough for this tremendous honor. I promise to make you proud in Richmond and fight for the Virginia values of equality, justice, and freedom,” Seibold said on Facebook. “And thank you to Karl Frisch for his kind words and for making me a better candidate. Democrats stand strong together, and I look forward to us all uniting to keep this seat blue on January 10th.”

Special Election to Replace Del. Keam Set for January 10

Speaker of the House Todd Gilbert (R-Shenandoah) called a special election in House District 35; the winner of the election will finish out former Delegate Mark Keam’s (D-Fairfax) term after he took a job with the Biden administration. In a Wednesday press release, Gilbert said he had signed the Writ of Election for January 10, which is the day before the 2023 General Assembly session convenes.

“This date not only gives the voters of the district an adequate opportunity to examine the candidates, but also ensures that the 35th District will have a voice in the 2023 Regular Session,” he said.

Delegate Keam Resigns to Join Biden Administration

Delegate Mark Keam (D-Fairfax) resigned to take an unspecified role in the Biden administration, and two Democrats have already announced their candidacies for an expected special election to complete his term in the Democrat-favoring district.

“Today, Delegate Mark Keam announced that he has resigned from the General Assembly. We thank Mark for more than a decade of public service in the House of Delegates and honor the history he made as the first Asian-born immigrant and the first Korean American elected to any state-level office in Virginia,” Fairfax County Democratic Committee Chair Bryan Graham said in a Tuesday press release.
