Term Sheet Calls for Seven Separate ‘Definitive Agreements’ for the Stadium Projects

When Nashville Mayor John Cooper and the Tennessee Titans announced on October 17 that they had reached an agreement to build a new stadium, a 27-page term sheet was released that outlines the principal terms and conditions for the financing, development, construction, operation, use and occupancy of the multi-purpose, enclosed stadium.

The term sheet, however, is subject to the negotiation, preparation, execution and delivery of seven “Definitive Agreements” by the four parties – Metro Nashville government (Metro), the Nashville Sports Authority (the Authority), the Tennessee Titans (the Club) and a to-be-formed entity under common control of the Titans referred to as StadiumCo.

$300 Million in Capital Improvements to Titans Stadium Identified in 2017 Report Averaged $12 Million per Year for 20 Years

The near $300 million in capital improvements recommended in a 2017 report by Venue Solutions Group (VSG) would have resulted in an average of $12 million in expenditures per year for the following 20 years.

The 159-page Facility Condition Assessment was prepared on behalf of Metro Nashville Government (Metro) and the Metro Sports Authority (Authority) to benchmark the condition of the Tennessee Titans stadium.

Metro Nashville Government Asks for Public Feedback on Measures to Address ‘Climate Change’

Metro Government and the Nashville Department of Transportation are soliciting public feedback on potential measures to address “climate change.”

In a tweet, NDOT said, “Metro Nashville wants to hear from YOU by Tuesday, May 31! Your answers to the Climate Action Plan Survey will help shape how the city addresses climate change. #climateactionnash,” and then linked to a survey.

Convicted Felon Ovid Timothy Hughes Told Metro Council Members He Was a Registered Voter

Prior to his acceptance by Metro City Council members to serve on the Community Oversight Board (COB), Ovid Timothy Hughes asserted he was, in fact, a registered voter.

But records show that as a convicted felon, Tennessee law would have prevented Hughes from legally voting in any election without either obtaining an outright pardon from the sitting governor or successfully petitioning a court to expunge his criminal record.

Lawsuit Alleges Nashville Officials Trample on Property Rights

You break one of Metro Nashville’s codes and you either get punished or you get preferential treatment. If you’re not chummy with any Metro officials, then you get punished. But if you’re on the best of terms with these officials then you walk away clean. This, according to a new lawsuit against the Metro Nashville Government, which says double standards exist. Nashville resident John Haffner filed the suit at Nashville’s Sixth Circuit Court this month against the Metro Codes Department. Haffner makes these accusations based off public records and emails he obtained between county officials, including Metro Council member Russ Pulley. The emails come from Pulley’s private account, which the lawsuit says he uses to conduct public business. “Residents who have relationships with Metro Council Members and operate illegal in-home, for-profit businesses with on-site clients are able to receive fraudulent home occupation permits and a receptive Codes Department that is willing to clear [things] up for them,” Haffner said in the suit. By contrast, Metro officials, including Pulley, target Haffner for prosecution, according to a copy of the lawsuit. Specifically, Haffner said Metro Codes officials are after him for “operating a supposedly illegal in-home business” for profit, which goes against…
