Tennessee State Senator Mark Pody (R-Lebanon) addressed two concerns he has heard from families that choose to homeschool their children regarding Governor Bill Lee’s universal school choice program, which would give $7,000 education savings account scholarships to 20,000 qualifying students in the first year of its inception.

“[Homeschoolers] have real concerns and they’re genuine,” Pody said on Monday’s edition of The Michael Patrick Leahy Show. “These objections are real because there’s something that is an underlying statement: If government funds it, government runs it. So if you take government money, no matter where you are or what you are, if you don’t think there’s a string attached somewhere, you’re not looking close enough.”

Chair of Tennessee State Senate Education Committee Takes Third Grade TCAP Test

State Senator John Lundberg (R-Bristol) recently took the state test administered annually to Tennessee’s third-grade students. He said he found it to be fair, devoid of trick questions, and completable in a reasonable time frame.

In a phone conversation with The Tennessee Star, Lundberg said, “I heard a lot of concerns from parents around third-grade retention, and TCAP [Tennessee Comprehensive Assessment Program.] I felt I owed it to them to delve deeper into the subject, and so I asked the department of education to allow me to take the test.”

Commentary: Reorienting the Purpose and Practice of Academic Assessment

Our K-12 schools are organized more like a swim meet than a swim lesson. The emphasis is on student placement results rather than on ensuring all students learn. Students move on to the next lesson, concept, or skill regardless of whether mastery was achieved at the previous level.

Donald P. Nielsen explains this analogy in Every School: One Citizen’s Guide to Transforming Education:

In a swimming meet, the purpose is to determine who is the fastest swimmer. In public schools we spend a lot of time grading students on what they have learned and then ranking them, rather than ensuring that every child has learned. What we need, however, is a public school system that is organized like a swimming lesson. In a swimming lesson, the instructor’s goal is different. The goal is to make sure all students, even the slowest, learn how to swim. Swimming meets can be a result of swimming lessons, and grading can be a result of learning, but ranking students by ability should not be the primary goal of teachers or of the system as a whole.

In swimming, as in any other athletic or artistic endeavor, classes are grouped based upon the current achievement level of the students, not based on age. A swimming coach would never consider putting advanced swimmers and beginning swimmers in the same class, even if they were of the same age. Similarly, a music teacher would not put an advanced piano player in a class with beginners…. Age is not a relevant factor in either swimming or piano lessons, but it is the overriding factor in our schools. No other major learning activity is strictly age-based. Our schools shouldn’t be either.

Governor Lee Extends State of Emergency Through End of Year

Governor Bill Lee has officially extended the state of emergency for the remainder of 2020.
The executive order followed Lee’s own quarantine due to exposure from the coronavirus. The extension of the order means that Tennessee will receive further federal funding, mayors can continue to implement their own guidelines, and government officials can continue to meet virtually.

Texas Test Rate Drops as Schools Reopen, Prepare for Football

Finally two masked people in a maroon SUV pulled straight on through with no wait. With hundreds of deaths reported each day, students returning to class and football teams charging ahead with plans to play, Texas leaders who grappled with testing shortages for much of the pandemic are now facing the opposite problem: not enough takers. “We’re not having enough people step forward,” Republican Gov. Greg Abbott said. The number of coronavirus tests being done each day in Texas has dropped by the thousands in August, mirroring nationwide trends that has seen daily testing averages in the U.S. fall nearly 9% since the end of July, according to The COVID Tracking Project. The problem is dwindling demand: Testing centers like CentroMed are no longer inundated by long lines that stretch for blocks, or closing hours early because tests run out. Testing Supply Chain in Minnesota Re-Emerges as Concern

Minnesota health officials are concerned about renewed pressure on the testing supply chain, which could affect the state’s response to a recent growth in cases and plans to continue to ramp up testing.

Health Commissioner Jan Malcolm said during a press call Friday that state officials have received reports of delays or reductions in testing supplies like reagents and pipettes from some health systems across the state, which rely on their own supply channels for weekly shipments of testing equipment.

Senator Lamar Alexander to Chair COVID-19 Hearing Tuesday

Sen. Lamar Alexander (R-TN) said Sunday that someone could potentially test themselves for COVID-19 using something as seemingly mundane as a lollipop.

Alexander said this on NBC’s Meet the Press.

“You might be able to put a lollipop in your mouth with a swab and take a picture of it with your cell phone. If it lights up then you’re positive,” Alexander told host Chuck Todd, while referring to one potential breakthrough.

Delaware Says It Reports Negative Cases to CDC, Will Report to Public

The Delaware Department of Health has confirmed that it is reporting both positive and negative test results of coronavirus testing to the Centers for Disease Control and Prevention, despite not making that information available to the public.

“Yes, we are reporting both positive and negative results to the CDC,” a spokesperson said in an email to The Michigan Star on Wednesday. “We absolutely understand the interest in knowing the number of negative test results received, as well as the number of positives.”

Ohio House Bill Would Kill American Government and History Testing

  The Ohio House is currently considering a bill that would reduce the number of state-mandated standardized tests students are required to take by eliminating four end-of-course exams, including the American history and American government exams. House Bill 239, referred to as the Testing Reduction Act, was introduced by Reps. Gayle Manning (R-North Ridgeville) and Erica Crawley (D-Columbus), and is scheduled to receive its third hearing Tuesday in the House Primary and Secondary Education Committee. “During my 37 years in an elementary school classroom, I experienced first-hand how stressful standardized testing can be for students. In order to prepare students for the standardized test, teachers often give local diagnostic assessments. I believe so much weight is placed on a score of a standardized test, and creativity in the classroom is dwindling. Every student is different and not every student will excel on a standardized test,” Manning said when testifying on the bill. Parents Sue Over De Blasio’s Plan to Diversify NYC’s Elite Schools

Black and Hispanic students make up 68 percent of the city’s population with 9 percent receiving offers to attend specialized high schools. Asian-American students, however, make up 62 percent of the population at the city’s elite high schools, The Washington Post reported Thursday. The plan promoted by Mayor Bill de Blasio would set aside 20 percent of seats at each of the elite high schools for students coming from low socioeconomic backgrounds, according to WaPo. Gaining admission into the specialized high schools is determined by a single test known as the Specialized High Schools Admissions Test (SHSAT), a Department of Education (DOE) spokesperson told The Daily Caller News Foundation. Shelby County Schools Superintendent Dorsey Hopson Endorses Bill Lee for Governor

The leader of Tennessee’s largest school district is supporting Republican gubernatorial candidate Bill Lee, education news website Chalkbeat reported. Shelby County Schools Superintendent Dorsey Hopson said Lee would be “open-minded and solutions-oriented” on issues important to him such as “improving testing, raising teacher pay, supporting students’ social and emotional needs and adopting multiple strategies to improve public education in Tennessee.” Hopson’s endorsement is his first. Memphis reliably votes Democrat in an otherwise Republican state. However, Hopson has in recent years reached out to Republican lawmakers. He has disagreed with the Tennessee Department of Education over whether to pause the flawed TNReady testing. Lee, a businessman and farmer, touted Hopson’s support during a debate last week against his opponent Karl Dean, a Democrat and former Nashville mayor. The battle lines over common sense in public education have been drawn in the gubernatorial battle between Republican Bill Lee and Democrat Karl Dean, and Round One goes to Bill Lee. Lee, the outsider business executive, wants to reduce the current level of student testing while Dean, the former Mayor of Nashville, thinks the current levels of student testing are just fine. Dean and Lee may both talk about education being a priority if they are elected governor, but they have some big differences in their visions, especially testing. The Democratic and Republican candidates, respectively, won their parties’ primaries Thursday. Dean says his administration would generally continue Republican Gov. Bill Haslam’s education policies, which are a holdover from Democratic Gov. Phil Bredesen’s, Chalkbeat says. Chalkbeat points out that Haslam has stuck with a controversial policy to include student growth scores from state tests in teacher evaluations. Tennessee Department of Education Announces Testing Changes

The Tennessee Department of Education announced at a noon press conference on Thursday several changes to the state TNReady test that teachers, administrators and superintendents have been asking the state to make, the Professional Educators said in a statement released on Thursday. “Among the changes include rebidding the testing contract, refining the current Questar contract, revising timeline for online testing, and engaging more teachers. These steps complement additional actions already in the works, including eliminating two TNReady end-of-course exams, eliminating the March stand-alone field test for the next two years, simplifying and streamlining test administration, bringing in a third party to perform an independent review of Questar’s technological capabilities, improving customer service, and engaging dozens of additional Tennessee teachers, content experts, and testing coordinators to look at every part of our state testing program,” the statement said. The continued feasibility of using a complicated statistical method as an evaluation tool for teachers will certainly be further debated by stakeholders and policymakers in the foreseeable future. However, the issue that members of the 110th Tennessee General Assembly must address before leaving for home is making sure our teachers are not penalized by flawed test results and scores from this year on a teacher’s 3-year average.
