NO, this is not empowering teenagers. This is eroding parental authority which is taken over by the state. Teenagers do not always make the right decision; they are neither mature enough nor experienced enough to make many decisions. California politicos want to take parenting away from the parents while yet holding the parents legally accountable for other decisions made by the teenager. No wonder there are so many leaving California for Texas, Florida, Arizona and Tennessee.
