Sumner County Executive Anthony Holt Wants Industrial Park to Obtain More Property Tax Revenue

by Chris Butler To hear some people in Sumner County tell it, County Executive Anthony Holt is “hell-bent” on building an industrial park north of Gallatin along Dobbins Pike. The park’s would-be neighbors don’t want it. But Holt, in his third term as county commissioner, says he’s dismissed the idea of using county money to pay for the park, mostly because he couldn’t persuade other commissioners to play along. “I’m confident the commissioners in general are doing what they need to do. But it’s Holt I’m concerned about,” said Brad Wear, one of the many people who live adjacent to the proposed park and whose property values could suffer if it’s built. He and several of his neighbors told Tennessee Watchdog the proposed industrial park may push them to leave their homes. As reported, local developers seem to have taken an interest in the park, enticed by state taxpayer money to help get it built. Nashville Chamber Coalition Pushes Ahead With Study Examining Tax Revenue For Transit

  A pro-transit coalition of business and community leaders backed by the Nashville Area Chamber of Commerce has begun the second phase of a project studying possible sources of tax revenue. In addition to raising the gax tax to fund road improvements, the IMPROVE Act recently passed by the state legislature and signed into law by Gov. Bill Haslam allows municipalities to hold referendums on raising local taxes for transit. Nashville Mayor Megan Barry plans to have a referendum on the ballot in 2018 to raise taxes to support a tentative $6 billion regional transit plan to be phased in over 25 years. The plan would include light rail and rapid buses. Barry announced last month that a light rail project along the Gallatin Pike corridor would begin immediately. The Moving Forward coalition will examine four potential local revenue sources: property tax, sales tax, hotel/motel tax and wheel tax, according to a news release issued May 11. The study will encompass the 10-county Middle Tennessee region. Property tax was not mentioned in the IMPROVE Act but local governments in Tennessee already have the authority to increase the property tax rate. Governor Haslam’s IMPROVE Act Allows Local Non-User-Fee Funding of Mass Transit

The foundation of the case by Governor Haslam and other proponents of the IMPROVE Act gas tax increase was that it is a “user fee,” paid by those who use the roads.  In contrast, for the purpose of funding public transit system projects, the IMPROVE Act authorizes 16 local governments, through public referendum, to levy a surcharge on six existing taxes that aren’t remotely linked to a mass transportation user fee, otherwise known as passenger fares. The IMPROVE Act, passed by the legislature as HB 534, specifies a local government, for purposes of the surcharge, as any county in this state including a county with a metropolitan or consolidated form of government with a population in excess of 112,000, which is currently Blount, Davidson, Hamilton, Knox, Montgomery, Rutherford, Shelby, Sullivan, Sumner, Washington, Williamson and Wilson, and any city in this state with a population in excess of 165,000, which is currently Chattanooga, Knoxville, Memphis and Nashville. The six taxes eligible for surcharge are the local option sales tax, business tax, motor vehicle tax, local rental car tax, tourist accommodation/hotel occupancy tax, and residential development tax. Alabama Baptist Leaders Raise Concerns About LGBT Group At Samford University

The missions board of the Alabama Baptist Convention has formed a committee to work with Samford University in the wake of the faculty voting to give official recognition to an LGBT student group. Samford is a Southern Baptist school in suburban Birmingham. Final approval of the LGBT group is up to the school’s board of trustees. The board is not expected to formally consider the matter until fall. Called Samford Together, the group provides a forum for students who want to discuss sexual orientation and gender identity “in an open-minded and accepting environment,” according to the school’s website. Some supporters of the group say it is more about discussion than advocacy. But leaders of the Alabama Baptist Convention and its missions board say they are worried about the group promoting ideas that go against Scripture. At a May 12 missions board meeting, convention president John Thweatt presented an open letter to Alabama Baptists saying the convention wants to maintain a good relationship with Samford but also expects the school to hold to biblical teachings. “We care deeply about Samford University and its future. Justice for Jocques Coalition Angry With Nashville City Officials Over Officer Shooting

The Justice for Jocques Coalition held a town hall meeting Saturday at which they slammed Nashville city officials for what they perceive as injustice in the case of a white police officer who fatally shot an armed black man. Officer Josh Lippert was found to be acting in self-defense in the Feb. 10 shooting of Jocques Scott Clemmons. Called “The People’s Town Hall,” Saturday’s event was held at First Baptist Church South Inglewood. City officials were invited to attend. District Attorney Glenn Funk and Mayor Megan Barry sent representatives who listened but referred concerns to Funk and Barry directly. The Metro Nashville Police Department did not send anyone. “When is the mayor going to be the mayor and handle the police chief?,” said Davie Tucker, pastor of Beech Creek Missionary Baptist Church, according to NewsChannel 5. “When is the DA going to be the DA and be the chief prosecutor in this jurisdiction and stop allowing the police to do it?” Clemmons was shot by Lippert at the Cayce Homes public housing development in East Nashville after the officer saw Clemmons run a stop sign, which led to a foot chase, physical confrontation and Clemmons pointing a gun toward the officer.…

Tim Tebow broke out of a 1 for 18 slump on Sunday, hitting his third home run and a double in a game the Class A Columbia Fireflies he plays for lost 6 to 3 to the West Virginia Power. Tebow improved his batting average to .230, significantly better than critics of the 29-year-old former Heisman Trophy winner and NFL quarterback expected from him in his first season of professional baseball.   On April 7, 2017, Nashville activist pro-illegal immigration lawyers Elliot Ozment, J. Gerard Stranch, IV, Tricia Herzfeld and Anthony Orlandi, sued Metro Nashville, Davidson County and Sheriff Daron Hall, on behalf of Saudi national Abdullah Abriq, who overstayed his student visa, and “hundred and likely thousands of immigrants” subject to detainer requests issued by Immigration and Customs Enforcement (ICE) and that “[u]pon information and belief, the Defendants have taken custody of, and detained, thousands of Administrative Detainees over the past five years.” ICE has the responsibility and authority to detain foreign nationals who overstay their visas and those who have entered the U.S. illegally even if they have not committed a criminal offense. So far in fiscal year 2017, thirty-seven percent of immigration offenders adjudicated in immigration court involving either simple immigration violations and/or a criminal offense, have been allowed to remain in Tennessee. Of cases where the judge permits the offender to remain, over 1,000 of the cases involve immigration violations while sixteen are classified as “criminal/national security/terror.” Abriq’s lawsuit alleges that without a valid agreement with ICE, Nashville’s Sheriff Daron Hall has no authority to comply with ICE detainer requests and as a result, violated the plaintiffs’ Fourth…

The Separation of Powers and Federalism are two foundational concepts of the Constitution,  based on the idea that checks and balances between competing interests will prevent any one individual or group from obtaining and exercising abusive powers within our republic. In the national government, the checks and balances of the Separation of Powers were designed within the Constitution, which gave specific powers to the three equal branches of government— executive, legislative, and judicial–but also placed limits on the powers of each branch. The legislative branch, which passes laws, approves Presidential nominations for Cabinet positions and the Supreme Court and other federal courts, appropriates money, and can impeach the president and federal judges. The executive branch can veto legislation, nominate judges, and administers the day-to-day operations of the government. Barrel Racing A Riveting Women’s Event At Franklin Rodeo

  Jennifer Arnold started riding horses when she was eight years old. Not long after that, she saw her first barrel race at a rodeo in her native Mississippi. “I was completely mesmerized,” she recalled in an interview with The Tennessee Star. Right then and there, she decided that’s what she wanted to do. Arnold got involved in high school rodeos and today, at 33, travels the country competing in rodeos. On Friday, she had the fastest time in the barrel race at the Franklin Rodeo at the Williamson County Ag Expo. Arnold, who calls Murfreesboro home today, is a self-confessed speed demon who says she’s in it for the adrenaline rush. Last year was Arnold’s rookie year on the rodeo circuit but already she has been racking up wins. She gives credit to her horse, Smart Lil Spade, or Spade for short. At rodeos, barrel racing is strictly a women’s event. In the competition, women one by one race their horses around the arena, quickly maneuvering around barrels set up along the way. Laurie Cooper from Humboldt in West Tennessee also competed in Friday’s barrel race. At 52, Cooper has been riding in rodeos for around 30 years. Her…

Mutton Bustin’ Gives Little Buckaroos A Chance To Shine At Franklin Rodeo

  You don’t have to be very big to get a shot at glory at the Franklin Rodeo. In fact, participants in the famed mutton bustin’ competition can’t weigh more than 50 pounds. The sheep-riding contest is a big draw for tiny tots, who register near the entrance before the start of the rodeo and hope their names are drawn to compete later in the evening. The goal is to see who can stay on a sheep the longest. On Friday, rodeo fans cheered as the evening’s chosen competitors strode bravely into the arena at the Williamson County Ag Expo wearing protective vests and helmets. Many didn’t last long after bursting out of the chute gate one at a time. Before the youngsters could possibly know what was happening, they were in the dirt. Four-year-old Lacy Kincaid of Spring Hill held on long enough to be declared the winner. After her victory, she smiled and posed for photos. Asked if she was scared out in the arena, she shook her head no. Kenny Stephens was proud of his three-and-a-half-year-old son, Kaleb, for hanging on as long as he could. “He made it as far or farther than most of them,”…

Franklin Rodeo Kicks Up Fun For All Ages

  Decked out in cowboy hats and cowboy boots, rodeo enthusiasts sauntered into the Williamson County Ag Expo on Friday evening for the second night of the 68th annual Franklin Rodeo. The arena was full of entertainment, from steer wrestling and roping to barrel racing and bull riding. There also was bareback and saddle bronc riding. And there were rodeo clowns and two events for children – a calf scramble and mutton bustin’, a sheep-riding contest for pint-sized kids. One bull rider had to be swiftly bandaged by an EMS crew after getting thrown from the bull and then chased down and injured by the beast. He was greeted with applause once back on his feet. The Franklin Rodeo is one of the largest rodeos east of the Mississippi. This year’s rodeo concludes tonight. Among those who came out Friday was Celia Dodd, Tennessee Miss United States Agriculture. Wearing a tiara, a sash over a short sleeve blue polka dot dress and cowboy boots, the 18-year-old was there to promote her pageant and enjoy the show.   Thursday in Clarksville, Tennessee, as the hot and humid day turned into a breezy, clear night, an estimated 4,600 people answered the invitation to join Franklin Graham at the Amphitheatre in Liberty Park for an evening of fellowship and praise, part of the Decision America Tennessee Tour.   As the park filled, attendees set up ‘camp’ festival-style, with blankets and beach chairs.   People came from all walks of life, from gubernatorial candidates, to youth pastors, to casual onlookers.     Some of them left forever changed as they were moved by the prayerful Alter Call to accept Jesus Christ into their hearts for the first time in their lives.     The Decision America Tennessee Tour’s next stop is Jackson Friday, May 19; and with wrap up in Memphis Sunday, May 21.   Watch as Franklin Graham take the stage: I'm in Clarksville to preach the Gospel and pray for our nation at the #DecisionAmerica Tennessee Tour. Gubernatorial Candidate Bill Lee Meets With Franklin Graham At Clarksville Event

  Bill Lee, a Republican businessman running for governor of Tennessee, met briefly with Franklin Graham in Clarksville on Thursday to thank him for being an inspiration in his life. Lee and his wife, Maria, met with Graham on a tour bus for about 10 minutes to talk and pray. The Christian evangelist was in Clarksville as part of his Decision America Tennessee Tour. Lee told The Tennessee Star that he was moved last year when he heard Graham speak in Nashville. Graham encouraged Christians to become involved in politics and for Lee, already contemplating a run for governor, it was just what he needed to hear. It is Lee’s first run for political office. Lee said he is impressed with the whole Graham family and twice heard Billy Graham, Franklin Graham’s father, speak in Nashville. The family has a powerful message, Lee said. “It’s a legacy that impacts lives,” he said. Lee is chairman of Lee Company, a facilities and home services company. He also has a background in agriculture and continues to be involved in a cattle farm run by his family. He lives in Franklin and attends Grace Chapel, a nondenominational church in Leiper’s Fork. Franklin Graham Warns Clarksville Gathering About Compromised Christianity

  Our country is in trouble, and so are our churches. That was the message Franklin Graham delivered Thursday evening in Clarksville. He pulled no punches in describing how Christians have compromised with a corrupt culture instead of adhering to Scripture and being a godly influence. A pilot for many years, Graham compared Christians who trust their feelings more than God’s word to pilots who trust their senses instead of their instruments, which can lead to a crash. “Many Christians in today’s churches are in a spiritual fog,” he said. “But they don’t know it. Clarksville Crowd Eager Thursday To Hear From Franklin Graham

  Larry Rye remembers going to tent revivals when he was growing up in Clarksville. There aren’t many tent revivals anymore these days, so when he heard that Franklin Graham was coming to town, he jumped at the chance to hear the Christian evangelist speak. Rye and his wife, Nece, are pastors for youth and children at Clarksville First Assembly of God. Their church heavily promoted Graham’s appearance Thursday evening at the Liberty Park amphitheatre. Rye and his wife were among those arriving early to the event. “We love America and would love to bring back the fire and desire for Christianity the way it used to be,” Rye said. If Rye and others were hoping for something that would bring back memories of tent revivals, Graham likely did not disappoint with his fervent warnings about sin, prayers of repentance and calls to accept Jesus.
