The Department of the Treasury’s Office of Foreign Assets Control (OFAC) announced Friday it designated a member of Hamas’s military wing, along with two France-based individuals and two affiliated entities that provide critical financing to Hamas.
These designations expose a sophisticated, multi‑year financing architecture that moved more than $2 million to Hamas through deceptive charitable fronts and cryptocurrency channels, demonstrating the organization’s persistent ability to adapt its fundraising mechanisms to evade detection, according to the Treasury.
The designations are part of a broader, multi-jurisdictional operation led by the Federal Bureau of Investigation to dismantle several Hamas fundraising ventures, including those active inside the United States.
“Terrorist organizations like Hamas rely on sophisticated financial facilitators and fraudulent schemes designed to exploit the public to sustain their operations. Treasury will continue to identify, isolate, and impose consequences on those who provide Hamas with the financial lifelines it needs to survive,” Treasury Secretary Scott Bessent said in a post on X.
Thomas Pigott, a spokesman for the State Department, said the federal government’s action “underscores the enduring U.S. commitment to dismantling Hamas’s global support networks and denying the group the resources it needs to plan and carry out terrorism that threatens the security of Americans, our partners, and the broader Middle East.”
“It reflects close coordination between the Department of State, the Department of the Treasury, and the FBI to expose how Hamas exploits humanitarian and charitable structures abroad to disguise terrorist financing as legitimate aid work,” Pigott noted.
“The United States will continue working with partner governments, including France, to identify and hold accountable individuals and organizations that provide Hamas cover to raise and transfer funds internationally. Disrupting these networks is central to broader U.S. efforts to isolate Hamas, protect the integrity of legitimate humanitarian assistance to Gazan civilians, and support conditions for lasting regional stability,” he added.
