The Clarksville City Council is considering a Second Amendment sanctuary resolution in a meeting this afternoon.
Councilmember Jason Knight is offering “Resolution 56-2020-21 Declaring the City of Clarksville as a 2nd Amendment Sanctuary City.” The meeting starts at 4:30 p.m.

WHEREAS, it is the desire of the City of Clarksville to declare its support of the Second Amendment to the Constitution of the United States, and of Section 26 of Article I of the Constitution of the State of Tennessee, and to protect law abiding citizens right to keep and bear arms; and
WHEREAS, each of the City Council Members of the City of Clarksville took an oath to support the Constitution of the United States, and the Constitution of the State of Tennessee.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CLARKSVILLE, TENNESSEE:
That it hereby declares the City of Clarksville to be a “Second Amendment Sanctuary City”, meaning that the City of Clarksville will provide a haven for, and shall support and protect the Constitution of the United States, to include the 2nd Amendment right of all law abiding citizens to keep and bear arms, and the same right pursuant to the Constitution of the State of Tennessee, Article I. Declaration of Rights, Section 26, respecting the rights of all law-abiding citizens to keep and bear arms.
If the resolution passes, Clarksville would join Montgomery County as a Second Amendment Sanctuary, Knight said in a press release.
Knight said, “The resolution presented as a ‘symbolic’ gesture communicates to our constituents that we support our 2nd amendment constitutional right as Americans. With various state and federal proposed legislation to include the newly proposed H.R. 127 (Firearm Licensing and Registration act) being considered, I thought it appropriate to show that our local elected officials were committed to the constituents they serve and the precepts inherent in our constitution.”
The resolution also outlines Article 1 section 26 of the Tennessee State Constitution.

The City of Clarksville is not the first government body to react to H.R. 127.
In response to H.R. 127 efforts to limit gun ownership, State Representative Scotty Campbell (R-Mountain City) and State Senator Joey Hensley (R-Hohenwald) introduced legislation to prohibit enforcement of any federal government laws, treaties, executive orders, rules, or regulations that violate the Second Amendment, The Tennessee Star reported last week.
The legislative summary explained that passage would render pressures on Second Amendment rights as “null, void, and unenforceable.” Additionally, the bill would limit state or local governments from using public funds, personnel, or property to enforce them.
