    Yes, but Trump declared an continuation to George W. Bush’s National Emergency Executive Order 13224 – the permanent (undeclared by Congress according to the U.S. Constitution) “war” on terror. Thus, we have been in a continual “state of Emergency” since September 2001. Obama’s Executive Order 13603 grants access to resources in a state of national emergency. – including your 401k.
