President Donald Trump vetoed a bipartisan congressional resolution Wednesday that would have curbed his ability to direct military action against Iran.

“This was a very insulting resolution, introduced by Democrats as part of a strategy to win an election on November 3 by dividing the Republican Party,” Trump said Wednesday as he signed the veto. “The few Republicans who voted for it played right into their hands. Congress should not have passed this resolution.”

Statewide Early Voting Numbers Are Starting with a Bang

In the first two days of early voting there are signs that turnout may be higher than normal in both the Democratic and Republican primaries. Early voting started on Friday and continued on Saturday, though the locations and schedule for the Saturday voting was limited in several counties. Additionally, some counties have only reported their Friday totals at this point. Nevertheless, 30,262 votes have already been cast in the Republican Primary and 12,205 in the Democratic Primary. Early voting continues until July 28 with Election Day on August 2. There were 668,039 total GOP Senate Primary votes cast in August 2014.  That election featured a contested primary between Senator Lamar Alexander (331,705 votes) and Joe Carr (271,324). Alexander prevailed by a closer than expected 49-40% margin. A third Republican, Dr. George Flinn received a little over 34,000 total votes. That race may give guidance in predicting final turnout as we move through the early voting period. The American Future Fund, a 501(c)4 group that funded multiple attack ads against Donald Trump in the 2016 presidential election has filed information with the Federal Election Commission indicating that they have just spent $17,500 for a targeted direct mail piece against Republican conservative businessman and former Judge Bob Corlew.  Corlew is locked in a tight primary battle with businessman John Rose in the 6th Congressional District to fill the seat being vacated by Congresswoman Diane Black. A massive gas tax increase that was part of the Haslam Administration’s IMPROVE Act, which raised fuel taxes over $300 million a year, is becoming an issue in the 6th District Republican Primary congressional race. Former judge and conservative businessman Bob Corlew is hitting fellow Republican contender John Rose for supporting the huge tax increase in a new digital ad that may soon find its way to broadcast and cable outlets in the district. Tennessee House Delegation Unanimously Opposes Ryan Immigration Bill

Tennessee’s U.S. House delegation voted unanimously against House Speaker Paul’s Ryan’s immigration bill Wednesday, including both Democrat members, with Rep. Diane Black not voting. The bill went down in defeat by a wide margin, 121-301, despite President Trump’s subdued support. A sprawling, compromise GOP immigration bill that would have provided a path to citizenship for young illegal immigrants while directing $25 billion for the construction of President Trump’s border wall failed in the House on Wednesday, despite encouragement from the president for Republicans to support it. The bill was overwhelmingly rejected 301-121, in part because some Republicans are reluctant to vote for any bill they worry could be portrayed as “amnesty.” More than 100 Republicans voted against the legislation. The legislation was given little chance of passing going in. Williamson County businessman Bill Lee won the gubernatorial straw poll at the Robertson County Republican Party’s annual Reagan Ranch dinner on Friday. Rep. Diane Black (R-TN-06) finished in second place, followed by Knoxville businessman Randy Boyd in third place and Tennessee Speaker of the House Beth Harwell (R-Nashville) in fourth place. Tennessee Star Political Editor Steve Gill served as master of ceremonies for the evening, which had about 200 people in attendance. Though straw polls at official Republican Party functions are not necessarily a predictor of voting behavior in primaries, they are a good indication of the local organizational skills of the contending candidates. The Lee campaign considered the straw poll win significant, coming as it does less than two months before the August 2 Republican primary in a county that Black represents in Congress. Robertson County Republican Party officials announced only the order of finish of the candidates in the straw poll, not their actual vote totals. Commentary: Congress Must Exercise Its Article I Power, Or It Will Be Deemed Irrelevant

Articles I through III describe the duties, responsibilities, and powers assigned to each branch of the government. However, one of those branches seems to be the redheaded stepchild of the government lately. If you’ve been paying attention to the news over the last several years, you know the House of Representatives, and more recently the Senate, have been engaged in a fierce battle with executive branch agencies over documents about congressional investigations. The agencies routinely ignore requests from Congress or flat out lie when questioned under oath. Unfortunately, this is nothing new. In 2013, the IRS admitted it was guilty of targeting conservative groups when it apologized for the act. Members of Congress were furious and immediately launched investigations. The IRS employee at the center of the targeting scandal, Lois Lerner, pled the Fifth Amendment right to non-incrimination when called before committees. The committees were left with no alternative but to subpoena documents. In a pattern that has become all too familiar, the requested documents were destroyed after the subpoenas were issued. Congress Can Cut Billions in Wasteful Spending by Following This Blueprint

by Romina Boccia   The Senate Budget Committee met May 23 to consider the Government Accountability Office’s annual report on Government Efficiency and Effectiveness, which identifies areas of unnecessary overlap, fragmentation, and duplication among federal programs. The Government Accountability Office supplements that identification of waste with recommendations of what to do about it, presenting specific proposals upon which Congress and executive agencies should act. This year, the report identified 68 new and 297 renewed cost-saving recommendations for members of Congress and leaders of federal agencies. Examples include a modification to low-activity radioactive-waste treatment by the Department of Energy that would save tens of billions of dollars; site neutrality in payments to hospitals under Medicare that would save $1 billion to $2 billion annually; and prevention of overpayments by the Social Security Administration that would save billions. The benefits are sitting right in front of policymakers and agency leaders, but Washington fails to act. Since 2011—the inception of the Government Accountability Office’s annual report—48 percent of recommendations remain only partially addressed or entirely unaddressed. In Federal Election Commission filings, congressional hopeful Dr. Mark Green reported his campaign to date has raised nearly $1.2 million, with a reported $769,000 cash-on-hand heading into the all-important second quarter of 2018. Since January 2018, the campaign reports it has received $467,949 in receipts through April 2018. “Camie and I are honored that more than 750 people have given to our campaign to bring conservative leadership to Washington. We are committed to running an aggressive grassroots campaign from now through election day, and these resources will enable us to do that,” Dr. Green said in a statement. Congressman Phil Roe Still Undecided on a 2018 Re-Election Bid

Despite questions from constituents and local media,  Representative Phil Roe (R-TN-01) has not yet announced if he will run for re-election in 2018. The most recent inquiry came from, the Kingsport Times News, who asked on a conference call Friday if the retired physician had decided if he would be adding his name to the August primary ballot. “I have not,” the ten-year incumbent answered, adding: “… from a health standpoint … I’ve had a CT (computer tomography) scan, which was normal. I’m very pleased about that. … In another three to four weeks, I’ll have a blood test to see whether that’s normal and OK. Those things will impact the decision you make. So far, I’ve gotten great results. Physically I’m feeling better.” Roe was diagnosed with an early form of prostate cancer in 2017 and is reported to have responded well to treatment. Commentary: Congress Needs to Put a Stop to Asset Forfeiture

Members of Congress brought renewed attention to a legislative effort to halt efforts by the Department of Justice to restart one of the most controversial civil forfeiture practices, so-called “adoptive” forfeitures. The practice, part of the equitable sharing program, allows state and local law enforcement to seize property in their jurisdictions and then hand it over to federal agencies to conduct the forfeiture. In return, the original seizing agency then receives up to 80 percent of the proceeds if the forfeiture is successful. In 2015, the Justice Department essentially halted this type of forfeiture amid growing concerns that it gave police and sheriffs a financial incentive to circumvent state laws when federal law made it easier to seize assets. Some state laws are more protective of property rights and more restrictive in how forfeiture funds can be raised and spent than federal law. The Justice Department’s decision was hailed by reform advocates, but in July, Attorney General Jeff Sessions issued a directive reinstating adoptions. What Congress Has Done That move prompted pushback from lawmakers. Led by Reps. Tim Walberg, R-Mich., and Justin Amash, R-Mich., a bipartisan group of House members sought to put a stop to Sessions’ actions by blocking funding for the program. In September…
