U.S. Immigration and Customs Enforcement (ICE) revealed an unlicensed driver arrested in July and charged with vehicular homicide by intoxication for his alleged role in a fatal motorcycle accident in Washington County, Tennessee, entered the United States illegally under President Joe Biden.
In a Wednesday press release, ICE said that Alfonso Vasquez-Morales is a Mexican national who illegally crossed the border into the United States sometime in 2023. The agency said Vasquez-Morales “entered the United States without authorization through Arizona and has resided in the country illegally for approximately three years.”
The new details about Vasquez-Morales and the length of time he illegally spent in the United States were released by ICE almost two months after the Washington County Sheriff’s Office (WCSO) confirmed his arrest on July 8.
According to WCSO, the vehicle Vasquez-Morales (pictured above) was driving crossed into opposing traffic, striking a motorcycle from the front and causing the motorcycle driver to be thrown from the vehicle. Deputies identified the motorcycle driver as William Richard Sauer of Florida. Sauer who died from injuries caused by the crash.
Describing Vasquez-Morales as a 33-year-old living in Kingsport, the sheriff’s office said another driver called the police to report a vehicle matching the description of Vasquez-Morales’ vehicle, which “almost hit a car head on” near the scene of the fatal crash.
Vasquez-Morales allegedly admitted to drinking “six or seven beers” before driving his vehicle. At the time, authorities said Vasquez-Morales would be charged with having no driver’s license, driving on the right side of the roadway, reckless driving, lack of insurance, introduction of contraband into a penal facility, and possession of methamphetamine upon arriving at the Washington County Detention Center.
ICE noted that WCSO is a 287(g) partner under the agency’s Warrant Service model, which it said “helps facilitate the transfer of custody from local agencies to ICE.” Tennessee law now requires sheriffs to enter into one of the three types of 287(g) agreements offered by ICE.
A state report released earlier this year revealed there were over 11,000 arrests or convictions of illegal aliens in the Volunteer State reported in 2025. Earlier this month, ICE arrested over 120 illegal aliens at a nightclub in Memphis.
