Transgender Sex Offender Arrested for Allegedly Exposing Himself at Virginia School Bathrooms

It was revealed on Thursday that Richard Cox, who is reported to be a convicted child sex offender, allegedly exposed his genitals in multiple incidents between October and December of 2024, including at two Northern Virginia high schools and one locker room, where he was granted access to women’s facilities due to his purported status as a transgender woman.

Inmate information made public by the Arlington County Sheriff’s Office shows Richard Cox was booked into jail on December 6, after he was charged with 22 crimes, including identity theft, entering or loitering near a school or daycare as a convicted sex offender, indecent exposure, and indecent liberties with a child.

The dates for the charges listed in Cox’s inmate booking history reflect offenses he allegedly committed between October 11 to December 6.

Cox, according to 7 News, was hit with the charges after a string of incidents that involved allegedly exposing himself to women and children in a girls’ locker room at Washington Liberty High School.

The outlet reported the high school opens its indoor pool to the public when school is not in session, and that Cox was able to use the gender identity of his choice due to a Arlington County policy that allows individuals to use bathrooms and locker rooms that match their gender identity.

It also reported that Cox is additionally alleged to have exposed himself to women or girls at the Oakmont Rec Center and Wakefield High School, and that police are asking the public to come forward to report any unwanted contacts with the alleged flasher.

He was ultimately arrested for trespassing and provided a false identity at Barcoft Sports and Fitness Center, where Fox 5 DC reported police said they were given a false identity by Cox after the business called to have him trespassed from the premises.

Virginia’s school bathroom use policies for individuals who identify as transgender became the subject of national discussion in 2021, when a father was arrested for questioning Loudoun County School officials about the sexual assault of his daughter in a girls’ bathroom by a male student who wore a skirt.

The focus on bathroom policies happened months before the election of Governor Glenn Youngkin and other Republicans, and earlier this year the prosecutor who recused herself after filing the charges against the father lost her bid for reelection by just 300 votes.

U.S. House Speaker Mike Johnson (R-LA-04) recently issued rules barring biological men from women’s restrooms at the Capitol after a man who identifies as transgender was elected to Congress.
