Tennessee rancher and agriculture attorney Dustin Kittle on Monday asked the U.S. District Court for the Middle District of Tennessee to amend his lawsuit against former President Joe Biden and various current and former government officials over the allegedly politically motivated 657-day delay by the Farm Credit Administration (FCA) in responding to his complaint about the decision by a bank to demand immediate payment for an agricultural loan.
Kittle (pictured above) alleged in his March 2024 lawsuit that Biden’s failure to appoint members to the FCA board caused a bureaucratic slowdown which resulted in a 657-day delay over his complaint regarding a loan after a bank demanded to be paid in full despite Kittle never missing a payment, according to a press release he posted to the social media platform X.
The rancher and attorney claimed the investigation ultimately determined the decision to call in his loan was made in error, but the failure by the federal government to complete its investigation in a timely manner resulted in “the forced liquidation of his home, his livestock herd, and farmland,” prior to its resolution.
In his lawsuit, the Tennessee rancher and attorney alleges that Biden’s failure to make appointments failed to comply with the Farm Credit Act, “crippling the agency’s ability to enforce borrower rights,” but also that FCA Chairman Jeffrey Hall’s presence on the board is unconstitutional, as he has served on the board since his first appointment by former President Barack Obama in 2015.

He wrote in the press released posted to X that the federal government will not oppose his motion, and that it awaits a ruling from U.S. District Court Judge Judge William L. Campbell Jr.
Kittle previously discussed his lawsuit against Biden during an appearance on the podcast formerly hosted by Robert F. Kennedy Jr., who was confirmed this year to be U.S. Secretary of Health and Human Services under the Trump administration.
“I appealed to the Farm Credit Administration, let them know we’ve not missed a single loan payment. And here they are, they’re trying to literally foreclose on this, and they told me that they needed more time to look into it,” Kittle told Kennedy. “I ended up being the longest investigation in U.S. Farm Credit Administration history – 657 days – for them to ultimately tell me they violated the law seven different ways of federal law.”
By this point, Kittle told Kennedy, “I was no longer a borrower in the U.S. Farm Credit System. I’d been forced to sell my house and pay all my loans off, and so there was nothing they could do for me.”
He suggested to Kennedy the slow investigation is part of a Biden-era scheme to persuade independent farmers to sell their land.
Kittle told Kennedy, “that’s what they’re doing for all of these farmers. Most of the farmers wouldn’t have had the option I did, where I sold my personal house and paid my loans off.”
While Kittle said other farmers have similarly inexplicably had their loans called in for full repayment, he argued he was targeted in “retaliation because I was representing a group of farmer borrowers and just happened to have a loan.”
Kennedy, who was campaigning as an independent candidate for president at the time the podcast was released, told Kittle that agricultural banks and corporations had captured government agencies.
“And these enterprises, which are stealing family farms from the farmer using our federal dollars, are now colluding with the USDA to force small farmers to default on their loans,” said Kennedy. “And what it has created is a situation where the farmers themselves are a commodity.”
